Spellcasting. The Wendigo is a 12 level spellcaster. Its spellcasting ability is Wisdom (spell save DC 17, +9 to hit with spell attacks). The Wendigo has following Druid spells prepared:

1st level (4 slots): Ray of Sickness, Sleep, Entangle, Cure Wounds
2nd level (3 slots): ray of enfeeblement, Blindness and Deafness
3rd level (3 slots): Fear, Bestow Curse, Heat Metal
4th level (3 slots): Blight, Phantasmal Killer, Meld to Stone
5th level (2 slots): Dominate Person, Dream
6th level (1 slot): Wall of thorns, Heal
Claws. Melee Weapon Attack: +5 to hit, reach 5 ft., 1 target. Hit: 3 (1d4 + 1) Slashing damage.
Change Shape (2/day). A Wendigo magically polymorphs onto a beast or humanoid with a challenge rating of 3 or less, and can remain in this form for up to 6 hours. The Wendigo can choose whether its equipment falls to the ground, melds with its new form, or is worn by the new form. The Wendigo reverts to its true form if it dies or falls unconscious. The Wendigo can revert to its true using a bonus action on its turn.
While in a new form , the Wendigo retains its game statistics and ability to speak, but its AC, movement modes, Strength, Dexterity, are replaced by those of the new form, and it gains any special senses, proficiencies, traits, actions and reactions (except class features, legendary actions, and lair actions) that the new form has but that it lacks. It can cast its spells with verbal or somatic components in its new humanoid form.
The new form's attacks count as magical for the purpose of overcoming resistances and immunity to non magical attacks.
Description
The Wendigo was once a druid, but that would be hard to tell from its monstrous appearance. It's limbs twisted and contorted, its face mangled and a representation of it once humanoid face and druidic past. Melded into its body are the druidic representations once used to focus its power, now a sign of its corruption (ashen antlers, infused mistletoe, or other druidic focus).
The Wendigo stands larger than its past body as its limbs have been pulled and contorted to match the corruption and pain it has brought upon the forest. These creatures are born when a druid desecrates the natural world or performs the most ancient taboos against the natural world. These contorted limbs and elongated body parts make the Wendigo several inches taller than its old form; however, typically a Wendigo hunches and lurks like a feral animal as they hunt the humanoids to steal their form.
Typically the Wendigo will slowly hunt and stalk their prey, over the course of a week a Wendigo would have talked with their prey and stollen a small trinket, or object once owned by their prey. Once the Wendigo is ready to assume the form of their prey they will kill and eat a portion (1lb) of their preys body. It is told in some stories that a Wendigo could stalk a person for months or years, ruining their life, and slowly eating bits of their prey until they have enough to steal their form.
