Traits

Semi telepathic: Bill is slightly telepathic he can figure out names, and small desires but must make a deal and enter a players mind to find bigger, more deep desires and secrets.

Omniscience/precognition: Bill knows practically everything including: the exact date, time and cause of death for every creature in the multiverse EXCEPT HIMSELF, the truth behind the gods, (They are puppets of the DM), the fate of the world, the fate of the adventure, names, locations of significant places and items, the truth of conspiracies, but above all, Bill Cipher is one of the only beings in the entire multiverse to be aware of the Dungeon Master. He knows that the gods are frauds, and the DM is truly the one controlling fate. He remembers things from different timelines, and knows everything that has ever happened, but is less certain of events in the future. He does not know his own fate.

Immortality: Bill cannot be killed. He must be erased from someones mind entirely. This means that all of his hosts memories must be erased. If any, no matter how small or insignificant, of the hosts memories ever return, Bill returns.

Mimicking: Bill can flawlessly mimic anything he has seen. This mimicry is indistinguishable from the real thing. Bill will know basic info due to his telepathy but if questioned about deep secrets he will falter and not be able to answer unless he knows them.

Regeneration: At the start of his turn Bill regains 50 hit points not exceeding 1000. Bill also recovers from any condition and regenerates any lost limbs or body parts.

Deals: Bill Cipher will make deals by shaking hands with a character. The deals seem straightforward but are often leaving things out. Bill can use the terms of a deal to pull out a soul and inhabit a characters body in which he gains their stats but does not gain access to their mind, or he can use the deal to gain access to the mindscape through the player or some other goal. Bill often makes promises but only carries through on them if they are beneficial to him.

illusion fabrication: Bill can create an illusion of anything. These illusions are almost always of someones desires or fears.

Limb fabrication: Bill can use a minor action to fabricate four new limbs. He gains one extra melee attack for each one.

Deal access: Bill.can enter someone’s mind through a deal but leaves once the terms of the deal are completed or the deal is called off.

Mindscape god: Bill is the master of the mind. When inside a host mind he has complete access to all the memories within it, along with desires, secrets, and everything else.

Time manipulation: Bill can slow down time, but cannot stop it. He can also go back in time but must have made a deal allowing him to.

Matter manipulation: Bill can create and destroy matter. He can change the composition of matter and an objects location.

Gravity manipulation: Bill can control gravity turning it off and on. Any creature that does not possess a flying speed or an ability to walk on walls, such as with the Cloak of Arachnida, is rendered immobile.

teleportation: Bill can teleport to any area within the plane he's on. In order to shift planes he must be summoned or in possession of an object that allows him to do this.

telekinesis: Bill can manipulate objects and people as if with a mage hand spell.

Size manipulation: Bill has no set size and can change it at will.

Weather manipulation: Bill can control the weather. He may use lightning bolts to start fires or destroy structures.

Pocket dimension creation: Bill can trap an unconscious enemy inside a pocket dimension usually made up of their greatest desires or fears.

Illusion manipulation: Bill can change and manipulate the illusions he creates.

summoning: Bill can summon objects, such as his pyramid castle, along with other structures and objects.

madness inducement: Bill creates bubbles of pure madness. Any creature that passes through one takes 1d10 physic damage and must make a DC 15 intelligence saving throw or go insane.
