Innate Spellcasting. The dragon’s innate spellcasting ability is charisma (spell save DC 21). It can innately cast the following spells, requiring no components:
At will: healing word(8th level), sacred flame(at highest cantrip level)
3/day each: flame strike, wrathful smite, mass cure wounds, Geas
Legendary Resistance (3/Day). If the dragon fails a saving throw, it can choose to succeed instead.
Multiattack. The dragon can use its Overwhelming Presence. It then makes three melee attacks, one with its bite and two with its claws.
Bite. Melee Weapon Attack: +16 to hit, reach 15 ft., one target. Hit: 20 (3d10 + 9) piercing damage plus 3 (1d6) radiant damage.
Claws. Melee Weapon Attack: +16 to hit, reach 15 ft., one target. Hit: 19 (4d8 + 9) slashing damage.
Tail. Melee Weapon Attack: +16 to hit, reach 20 ft., one target. Hit: 17 (3d8 + 9) bludgeoning damage.
Overwhelming Presence. Each creature of the dragon’s choice that is within 120 feet of the dragon and aware of it must succeed on a DC 20 Wisdom saving throw or become frightened for 1 minute or charmed for 24 hours. A creature can repeat the saving throw at the end of each of its turns, ending the effect on itself on a success. If a creature’s saving throw is successful or the effect ends for it, the creature is immune to the dragon’s Overwhelming Presence for the next 24 hours.
Radiant Breath (Recharge 5–6). The dragon exhales a blast of radiant and fiery breath in a 80-foot cone. Each creature in that cone must make a DC 22 Constitution saving throw. On a failed save, the creature takes 35 (10d6) thunder damage and 35 (10d6) radiant damage and is blinded until the end of its next turn. On a successful save, the creature takes half as much damage and isn’t blinded.
Change Shape: The dragon can magically change its shape to that of a humanoid creature(typically a human). While in this form the dragon retains all stats, Armor class, resistances, proficiencies, and actions it has in its draconic form. While in this form the dragon is immune to divination magic that may expose its draconic heritage, showing it only as the humanoid form it has chosen. As well in this form it ages as normal, and can reproduce as any humanoid would, producing humanoid offspring instead of draconic.
The dragon reverts back to its true form when it dies.
Can cast healing word at the 8th level and Wrathful smite at 5th.
The dragon can take 3 legendary actions, choosing from the options below. Only one legendary action option can be used at a time and only at the end of another creature’s turn. The dragon regains spent legendary actions at the start of its turn.
Tail Attack. The dragon makes a tail attack.
Sacred flame. The dragon casts the cantrip sacred flame
Flame strike (Costs 2 Actions). The dragon casts flame strike at 9th level.
Description
A desire to be human. The steel dragon is fascinated with the lives of humanoids, opting to live among them and experience life as they do. They use their ability to magically change shape to assume an identity that will allow them to live the same life a normal humanoid would, forming relationships, families, finding jobs and aspiring for great achievements, and eventually dying. Steel dragons will only stay in their dragon form for extended periods of time to mate for a period of ten years or at the end of their lives.
Past lives. Steel dragons have the ability to "vault" the memories from their past lives, allowing them to move on without any past attachments. In each life the steel dragon can live anyway they please just like anyone else, in one life they may be an inspired artist, in another a cruel and uncaring lord. Just as any humanoid can be good or evil so can the steel dragon during their human lives. After their human life ends via old age, the dragon returns to it's layer where it begins the vaulting process once again, storing away the memories in preparation for their next life. After the dragon has become attuned to its new form after two months it regains its abilities that it has in its draconic form, allowing it to act as normal.
Born for greatness. A steel dragon in its life will strive to be the best it can in whatever field it pursues, as such it has developed a way to utilize the normal frightening presence to charm those around them as well as frighten them. This aids the dragon in their pursuit of their goals, allowing them to do all in their power to succeed.
Devout servants. Steel dragons are devout servants of the Platinum dragon Bahamut, and as such they are gifted with divine abilities. It is this divine protection that grants the steel dragons protection from divination spells and grants them their spells.
A true friend. The steel dragon will only have one creature that it will form a long standing bond with in its draconic form, known as a "soul bond", one that normally has a longer lifespan. This soul bond is granted partial power from the dragon and as well aids in the dragon's rebirth into a new life once it has vaulted. They are normally the only one that knows of the dragon's true identity other than the dragon itself. Once the dragon dies the soul bond must take it upon them self to spread the dragon's hoard throughout the land, so that the world may see what it has created.
A magnum opus. A steel dragon's hoard is one of art and achievement, it is the culmination of the achievements that they have achieved throughout the entirety of their lives. Whether it be gold, art, or artifacts, the steel dragon will add it to its hoard if they view it as significant to their life. This hoard is their magnum opus.
Lair and Lair Actions
A Steel Dragon’s Lair
Steel dragons normally make their layers either in older parts of cities or in remote caves in which they store their magnum opus.
The dragons rarely return to these layers unless they are in the process of vaulting, or searching for a mate.
Lair Actions
On initiative count 20 (losing initiative ties), the dragon takes a lair action to cause one of the following effects; the dragon can’t use the same effect two rounds in a row:
- The dragon targets a creature within 120 feet of it that can hear and understand it. The creature must succeed on a DC 15 Wisdom saving throw or be charmed by the dragon until initiative count 20 on the following round. A creature charmed in this way obeys to the best of its ability any command the dragon issues that isn’t directly harmful to itself.
- Glowing orbs of radiant light begin to orbit throughout the layer, bursting in a blinding flash, any creature within 10 ft. must make a DC 17 CON saving throw or be blinded for 1 minute.
Regional Effects
The region surrounding a legendary sapphire dragon’s lair is warped by the dragon’s magic, which creates one or more of the following effects:
- The layer is covered in runes that can be trapped to either defend the layer or alert the dragon and their soul bound to the intrusion.
