Eye of Guilt. As a bonus action, Basikar can target a creature it can see within 120 feet of it to determine what that creature’s deepest regrets are.
Innate Spellcasting. Basikar’s innate spellcasting ability is Wisdom (spell save DC 18, +10 to hit with spell attacks). It can innately cast the following spells, requiring no material components:
At will: crown of madness, command, compelled duel
Mount. If Basikar isn’t mounted, it can use a bonus action to magically teleport onto the creature serving as its mount. When it teleports, Basikar appears astride the mount along with any equipment it is wearing or carrying.
While mounted and not incapacitated, Basikar can’t be surprised, and both it and its mount gain advantage on Dexterity saving throws. If Basikar is reduced to 0 hit points while riding its mount, the mount is reduced to 0 hit points as well.
Multiattack. Basikar makes two Hammer of Sorrow attacks.
Hammer of Sorrow. Melee Weapon Attack: +10 to hit, reach 5 ft., one target. Hit: 12 (2d6 + 5) bludgeoning damage plus 18 (4d8) force damage. If the target is a creature, it must succeed on a DC 18 Strength saving throw or be knocked prone.
Terrifying Presence. Each creature of the Basikar’s choice that it can see within 120 feet of it must succeed on a DC 18 Wisdom saving throw, or else the target drops any weapons it is holding, ends its concentration on any spells or other effects, and becomes frightened by Basikar for 1 minute. The frightened creature can repeat the saving throw at the end of each of its turns, ending the effect on itself on a success. If a creature’s saving throw is successful or the effect ends for it, the creature is immune to the Basikar’s Terrifying Presence for the next 24 hours.
Basikar can take 3 legendary actions, choosing from the options below. Only one legendary action option can be used at a time and only at the end of another creature’s turn. Basikar regains spent legendary actions at the start of its turn.
Rejoin Mount. If Basikar isn’t mounted, it magically teleports to its steed and mounts it as long as Basikar and its steed are on the same plane of existence.
Devour (Costs 1 Action). Basikar devours the life force from one incapacitated creature or from a creature allied with itself, healing itself for 4d8 hit points, causing an incapacitated creature to immediately fail one death saving throw, and permanently aging that creature by as many years. Only a greater restoration spell can reverse this effect.
Smite (Costs 2 Actions). Basikar makes a Hammer of Sorrow attack, and then its mount can use its reaction to make a melee weapon attack.
Regret (Costs 3 Actions). Basikar targets a creature it can see within 60 feet of it. The target must succeed on a DC 18 Charisma saving throw or be magically plunged into an illusory recreation of that creature’s worst regrets until the end of Basikar’s next turn. While in this illusory state, the target creature is incapacitated. At the end of Basikar’s next turn, the creature becomes lucid and is no longer incapacitated.
Description
Basikar is a truly terrifying creature who does not value any life. He thirsts for power and dominion and chaos, and his hunger is insatiable. He is cold and calculating. He is destruction and despair and little else besides those things.
Basikar wants nothing more than to devour Terrestra and burn Seroth to ash. His plan was to lure her out to the Wastes, but he doesn’t care that someone else came instead. He is undead and has waited thousands of years to wipe Seroth from the world, so he has nothing but patience. Basikar is content to devour hope and life from the party while he waits.
