Deadly Dexterity. While not incapacitated, the specter can’t be surprised, and it has advantage on Dexterity saving throws.

Actions

Multiattack. The specter makes two scythe attacks.

Scythe. Melee Weapon Attack: +8 to hit, reach 10 ft., one target. Hit: 11 (2d6 + 4) slashing damage plus 13 (3d8) psychic damage.

Mind Twist (Recharge 5–6). The specter magically emits psychic energy in a 60-foot cone. Each creature in that area must succeed on a DC 15 Wisdom saving throw or take 22 (5d8) psychic damage and be stunned for 1 minute. The stunned creature can repeat the saving throw at the end of each of its turns, ending the effect on itself on a success.

Obliterate Knowledge (At Will). The specter touches one object upon which knowledge has been recorded. This could be a book, spellbook, a bas relief, a tattoo, Qualith markings, engraved runes, a letter, musical notations, or any other object upon which some form of deliberately placed information has been recorded in some fashion. All information is tracelessly erased from the targeted object. If the target words are magical, such as runes engraved on a sword as part of the magic of the sword, a magic tattoo, the spell Illusory Script, a Tome of Understanding; etc, then the Specter must succeed on a DC 15 Arcana check to erase the magical information. Success nullifies any magic based on the information erased. Artifacts and greater items are immune. If the Specter dies, any information it has erased within the past 24 hours before its death is restored, along with any magical properties it had previously. Otherwise only a Wish spell or the act of a god of knowledge or secrets can restore the information on an object erased by the specter. 

Reap Memory (3/Day). The specter touches one incapacitated creature and chooses 1 hour from among the past 24. Unless the creature succeeds on a DC 15 Intelligence saving throw, the creature loses all memory of that hour. The creature regains the memory only if the specter dies within the next 24 hours.

Description

Unremembered specters are hooded, ghostly entities with empty voids beneath their hoods. They have pale unnaturally long and bony fingers and they wield spindly scythes with slim bluish blades. 

An unremembered specter is created when someone dies while being ridden by a demon of the Unremembered. The demon melds with the spirit of the cultist and arises as an unremembered specter, and sets about seeking sources of knowledge and lore to destroy. The specter's mind does not form memories so it does not have any knowledge of what it has done or experienced in the past. Its mind is focused exclusively on the present moment and on its future targets.

Forgotten. Anyone who sees an unremembered specter will remember only a dull, nondescript person doing nothing in particular as soon as they are no longer in the specter's presence. After 24 hours, they will forget the specter entirely. If the specter dies within the 24 hours of such an interaction, full memories of it will return. If information about the specter is recorded in any way, the specter will sense the information if it is within 100 feet of it, and it will target that information for erasure as its primary goal. 

Hunters of Lore. Unremembered specters can sense the presence of, and actively seek out and attack, Allips, Nothics, Sphinxes, Berbalangs, Aboleths, and other creatures that by their nature possess or collect lore or hoard secrets if they are within five miles of such a creature. If they destroy such a creature, they absorb these beings into the void under their hood, obliterating all trace of the creature and the knowledge they had accumulated. 

Undead Nature. An unremembered specter doesn’t require air, food, drink, or sleep.
