Cruel Mistress. Beluiri is a master of walking the fine line between pain and pleasure, so much so that her victims can rarely tell the difference between a gentle caress and a clawing gash. Whenever Beluiri takes the attack action, she can designate one attack that will not break her charm effect, this designation must occur before the attack roll is made.
Eons of Experience. Beluiri has not spent her endless existence in sloth, she has honed her skills to a razor's edge. This gives her expertise in the skills she is proficient in.
Superior Shapechanger. Beluiri can use shapechanger as a succubus can, but as a bonus action. Once per day, Beluiri can emulate the effects of true polymorph as an action, but is limited to a creature of CR 15 or lower.
Legendary Resistances 3/day. Three times per day, if Beluiri would fail a saving throw it may instead choose to succeed.
Multiattack. Beluiri makes three attacks either with her Claws or Kiss of Death and then uses her Seductive Presence.
Claw. Melee Natural Attack: +7 to hit, reach 5 ft., 1 target. Hit: 13 (3d6 + 1) slashing damage.
Kiss of Death. Ranged Weapon Attack: +14 to hit, range 120/240 ft., 1 target. Hit: 23 (3d8 + 8) piercing damage.
Seductive Presence. Beluiri is the incarnation of carnal desires given physical form. Even when attacking, her movements are sensual and beguiling. At the end of her attack, all creatures, regardless of orientation, species, or gender, must make a DC 21 wisdom saving throw or be charmed by her. Creatures she attacked the same turn have advantage on the roll, and a creature is immune to the Seductive Presence for 24 hours after saving.
Enthrall. Beluiri can focus all of her charming allure on a single individual, in an attempt to completely usurp them of their will. The target must make a DC 21 wisdom saving throw or become her thrall. The thrall acts as though under the effect of dominate monster and the duration is indefinite. Beluiri can only have one thrall at a time, and spells such a greater restoration allow a new saving throw. A creature is immune to this effect for 24 hours after a successful save.
Beluiri has three legendary actions which can be used at the end of another creatures turn, and regenerate at the end of her own turn.
Please Hurry (Costs 1 Action). Beliuri can direct one charmed individual to move up to their movement wherever she desires.
Be a Dear (Costs 1 Action). Beliuri can direct one charmed individual to make a single attack at an opponent within range.
Kiss of Death (Costs 1 Action). Beliuri makes an attack with the Kiss of Death.
Description
While capable of taking virtually any form, the preferred and most likely true form of Beluiri is a 7 ft. tall, faintly red skinned women with raven black hair and two horns curving up from her brow. Beluiri has an innate understanding of a creatures desire immediately upon meeting them, but only changes form to suit those tastes when it suits her. Regardless of form, she never goes without her magical crossbow, the Kiss of Death, whose full power and worth is only known by her.
Arguably the most enigmatic of the demon lords, Beluiri has no permanent place of residence within the abyss, but travels with her lair to act as a courtesan for the other demon lords or powerful visitors to the plane. Queen and first of the succubi, Beluiri knows many secrets ancient and new thanks in part to her longevity, and thanks in part to her "partners" constant and prideful boasting. What she does with this information ranges wildly, and her motivations are a mystery even to members of her court.
Beluiri does not disdain making deals with mortals, and has even been known to make deals with Angel's and the like to curry favors from the gods. Theories abound about this strange demon lord, ranging from the ridiculous notion that she is working towards some sort of redemption and ascension, to that she is building strength to overthrow Asmodeus himself.
Lair and Lair Actions
Veiled in a thin and colorful mist of perfume and incense are adornments ranging from opulent and imperial to decadent and gaudy. Silken sheets and throw pillows, beds big enough to be rooms on their own, comfort appears to take priority here above all else. Still only a fool takes a demon lord's lair at surface value, and trained senses quickly pick up the mind effecting drugs laced into the scents, and the gaudy designs used to hide intricate and deadly traps.
Lair Actions
On initiative count 20 (losing initiative ties), Beluiri takes a lair action to cause one of the following effects; Beluiri can’t use the same effect two rounds in a row:
- The smells overload the mind, clouding thoughts and slowing reaction times. All creatures must make a DC 15 wisdom saving throw or have disadvantage on attacks next turn.
- Pillows explode in a shower of feather and shrapnel, two creatures on the ground must make DC 15 dexterity saving throws or take 12 (3d6) piercing damage.
- A wave of comforting warmth washes over the subject, and one target on the ground must make a DC 15 constitution saving throw or fall prone for its next turn.
Regional Effects
The region containing the legendary Beluiri's lair is permeated by her essence within a 20 mile radius, which creates one or more of the following effects:
- Creatures within the area feel an increased libido.
- Food and drink, including water, takes on a sugary sweet taste.
If Beluiri dies, these effects fade over the course of 1d20 days.
