Flyby. Bishop doesn’t provoke opportunity attacks when she flies out of an enemy’s reach.
Legendary Resistance (3/Day). If Bishop fails a saving throw, she can choose to succeed instead.
Spellcasting. Bishop is a 10th-level cleric. Her spellcasting ability is Wisdom (save DC 21, +13 to hit). She has the following cleric spells prepared:
Cantrips (at will): light, sacred flame, thaumaturgy, toll the dead, word of radiance
1st level (4 slots): cure wounds, guiding bolt, inflict wounds
2nd level (3 slots): blindness/deafness, hold person, silence, spike growth, warding wind
3rd level (3 slots): bestow curse, dispel magic, spirit shroud, wind wall
4th level (3 slots): banishment, divination, stone shape
5th level (2 slots): commune, dawn, scrying
Innate Spellcasting. Bishop can also innately cast. Her spellcasting ability for these spells is Wisdom (spell save DC 21, +13 to hit). She can innately cast the following spells, requiring no material components, and can also use her spell slots to cast them at higher levels:
At will: earth tremor, ensnaring strike, thunderwave, dust devil, gust of wind, maximilian's earthen grasp
3/day: call lightning, erupting earth, slow, thunder step, wall of sand
1/day: blight, polymorph, control winds, destructive wave, bones of the earth, scatter
Multiattack. Bishop makes three attacks: one with her beak and two with her talons. She can also use Toss Prey twice. If she has one or more targets grappled, she can make a beak attack and forgo her talon attacks to use Toss Prey up to twice.
Beak. Melee Weapon Attack: +14 to hit, reach 15 ft., one target. Hit: 15 (2d10 + 8) fire damage.
Talons. Melee Weapon Attack: +14 to hit, reach 15 ft., one target. Hit: 17 (2d8 + 8) fire damage.
Toss Prey. Melee Weapon Attack: +13 to hit, reach 15 ft., one Large or smaller target. Hit: Bishop hurls the target 60 feet into the air. If the target is already in the air, she can toss them 60 feet in any direction. If the target impacts the ground or a solid object, they take 1d6 bludgeoning damage for every 10 feet they traveled. If she hurled them directly at the ground from in the air and they impact, they take 2d8 extra bludgeoning damage.
Wings. Bishop beats her wings. All creatures within 15 feet of her must make a DC 22 Strength saving throw or take 23 (3d10 + 7) bludgeoning damage or half as much on a success. Success or fail, affected creatures are knocked back 10 feet, and on a failure, a creature is also knocked prone.
Resounding Call (Recharge 6). Bishop emits an ear-piercing screech, audible to any creature within a mile. All creatures other than within 120 feet of her who can hear it must make a DC 22 Constitution saving throw or take 22 (4d10) thunder damage and 22 (4d10) psychic damage, taking half as much thunder damage and no psychic damage on a success. This effect even pierces spells like silence. On a failure, a creature is also knocked prone. Any creature within 30 feet of Bishop has disadvantage on this saving throw.
Latch On. When Bishop is in the air and another creature in the air provokes an opportunity attack, she uses her talons. If she hits, she can choose to grapple a Large or smaller target (escape DC 22) instead of dealing damage. While a target is grappled in this way, they are restrained. She can grapple up to two creatures, but she can only attack with her talons once on her turn with a creature grappled, and cannot attack with her talons with two creatures grappled.
Bishop can take 3 legendary actions, choosing from the options below. Only one legendary action option can be used at a time and only at the end of another creature’s turn. Bishop regains spent legendary actions at the start of her turn.
Peck. Bishop makes one beak attack.
Move. Bishop moves up to her speed.
Toss Prey. Bishop uses Toss Prey on a creature she has grappled.
Swoop (Costs 2 Actions). Bishop moves up to her speed and attacks with her talons or uses Toss Prey.
Beat Wings (Costs 2 Actions). Bishop makes a wing attack.
Breath of the Desert (Costs 3 Actions). Bishop recharges her Resounding Call, which she can use on her next turn.
Description
Bishop presides unilaterally over the desert continent of Unzara. Proud and taciturn, she cuts an imposing figure, covered in glossy black feathers, with the round white face of a barn owl, and she can sometimes be seen as a dark shape in the sky, far overhead.
An ever-inquiring celestial, Bishop is deeply invested in any information about the Great Worm, Asmodeus, that is recovered from the cities buried beneath the sand, and her curiosity has earned her the title of Queen of Scavengers from the desert's denizens, who take solace and cover from her in equal measure. Her screech echoes across the shifting continent, and serves as both a sign of danger and a reminder that no threat, however great, threatens her control for long. The sound is often replicated in instruments carved from wood or made of glass.
