Traits

Primal Hunter. The Wendigo knows the location of any frightened creature within a mile radius of itself. 

Perfect Imitation. The Wendigo may speak only by mimicking the voice of any creature who's skull it stores in its ribs, although it's knowledge of what to say is inherently flawed. Any creature listening to the Wendigo must succeed a DC 16 insight check to recognize that the sentences spoken by the Wendigo are in some way wrong. 

Stored Skulls. The Wendigo always keeps at most 3 skulls of its previous victims within its ribcage. At least one skull is needed for the Wendigo to be able to speak and use its "Skull Toss" ability. 

Actions

Multiattack. The Wendigo makes two attacks: either two flensing strikes or a flensing strike and a skull toss.

Rending Strike. Melee Weapon Attack: +8 to hit, reach 10 ft., 1 target. Hit: 10 (2d6 + 4) [slashing] damage. The target must succeed on a DC 16 strength or dexterity saving throw or be grappled by the Wendigo. If the Wendigo makes two Rending strikes on a creature and successfully grapples it, the Wendigo may immediately make a Flensing Bite.

Flensing Bite. Melee Weapon Attack: +8 to hit, reach 5 ft., 1 target. Hit: 9 (1d10 + 4) [piercing] damage plus 3 (1d6) [necrotic] damage. The Wendigo regains hit points equal half the damage dealt this way (rounded down).

Skull Toss [1d3]. Ranged Weapon Attack: +7 to hit, range 30/90 ft., 1 target. Hit: 7 (1d8 + 3) [bludgeoning] damage, and the target must succeed on a DC 15 Constitution saving throw or become stunned for a minute. The target can repeat the saving throw at the end of each of it's turn, ending the effect on itself on a success. 

Primal Howl. The Wendigo unleashes an otherworldly howl. Every creature within 300 ft. that can hear it must succeed on a DC 16 wisdom saving throw or become frightened of the Wendigo for a minute. Creatures may repeat this saving throw at the end of their turn, but does so at disadvantage if the Wendigo is within sight. Succeeding this saving throw ends the effect and the creature is immune to the Wendigo's Primal Howl for an hour.

Legendary Actions

The Wendigo can take 1 legendary action, choosing from the options below. Only one legendary action option can be used at a time and only at the end of another creature's turn. The Wendigo regains spent legendary actions at the start of its turn.

Self Cannibalism. The Wendigo bites and tears some of its own flesh off, feasting on the pieces of its own flesh. It regains 6 (2d6) hit points, but its maximum hit points is reduced by the twice the amount rolled. It may only regain its maximum hit points lost in this way by consuming the body of another creature. 

Flailing Claws. The Wendigo makes a Flensing strike on up to two creatures within range, but those creatures are not grappled by the attack. 

Description

The Wendigo is an ancient and terrible creature, one that haunts the dreams of even the most stoic tribesmen and women on the Reghed Glacier. Forever hungering for the flesh of humanoids, the Wendigo hunts at night, stalking its terrified pray through any condition and over any terrain. The Wendigo carries the skulls of its previous victims tucked underneath its torn and hollow ribcage, using them to trick unsuspecting individuals and occasionally as thrown weapons in combat. While not much is known of this monstrosity, as stories about it vary from place to place, the only thing that seems to be consistent across all cultures is that once the Wendigo catches the scent of its pray, it never stops until it adds their skull to its grim collection.
