Hand Crossbow. Ranged Weapon Attack: +4 to hit, range 30/120 ft., one target. Hit: 5 (1d6 + 2) piercing damage, and the target must succeed on a DC 13 Constitution saving throw or be poisoned for 1 hour. If the saving throw fails by 5 or more, the target is also unconscious while poisoned in this way. The target wakes up if it takes damage or if another creature takes an action to shake it awake.

Weren’t they only going to take away any references to these races being born evil or create campaign settings were they aren’t? not changing their lore on estabilished settings?
They’re not on Basic Rules, you need to buy the PHB or the drow subrace separate.

Dark elves haven’t been uniformly evil since 3rd edition.
It’s just the noble houses and Lolth herself that are really bad. There are plenty of good and neutral Drow, who tend to keep to themselves and live quietly.
However, the ones that come into contact with surface-dwellers, are almost exclusively slavers, scheming nobles, or the cult of Lolth seeking people to sacrifice.

Yeah, that's not accurate. In 3e drow were "usually Evil" which means they're still evil. In the Dark Seldarine, there's only one non-evil deity; Lloth's daughter, Eilistraee. The drow are inherently evil for different reasons. It entirely depends on which origin myth you ascribe to. First, that Corellon cursed the Ilythiir - ALL of them - after he cursed and banished Araushnee - then banished the now-cursed Ilythiir to the Underdark; and that's why they're evil with all the racial traits and appearance they have (minus the odd exception such as Jarlaxle or the ultra rare Szarkai). EDIT: And if you use this origin myth, then guess what that means...100% of drow are evil because they were cursed not only by a greater deity, but by the (accidental?) creator of the entire elven species. And the rare exception to the evil bit is simple. Salvatore said those one or two characters aren't evil so they weren't and he got away with it 'cause 1) artistic lisence, 2) WotC didn't say no, and 3) from what I remember, he literally helped shape what the drow are today (personally, I love Menzoberranzan).
The other origin myth, and the most widely accepted that I've seen (for Faerun anyway), is that Corellon didn't curse/banish the Ilythiir, just Araushnee. The other surface elves chased their Ilythiir kin underground where the Ilythiir not only survived, but thrived. After thousands and thousands of years in the Underdark, the Ilyhiir changed. Their bodies adapted to their new environment, known as evolution.
Regardless of origin myth, the reason that 98% or more of the drow are evil could easily be ascribed to the fact that that's how they're raised. It's called cultural and/or psychological influence. If one is raised, since birth, that one and those like one (in this example, the drow) are superior to all others, then one tends to believe it (again, see the bit above about the odd exceptions). Especially if this is reinforced with merciless brutality not only in one's education but just walking to the store to buy some rothe milk and one accidentally bumps into another drow. One likely just started a fight; or one is about to get whipped from a multi-headed snake whip by a priestess.
It's less "evil because drow" and more "evil because environmental factors". Said factors aren't limited to how they were raised or who did the raising, there's also things such as Lloth's influence, the other evil denizens of the Underdark who are constantly fighting each other (don't forget the torture, enslavement, etc).
As to the "cult of Lolth" coming in contact with surfacers and good/neutral drow living quietly...if that's how you GM your games, good on you. But in Faerun canon, drow raid the surface for any number of reasons. Supplies, new slaves, powerful magic artifacts/items/etc, cause some chaos, get a foothold up there to get more goodies for their House/organization (Jarlaxle did exactly this in Luskan), or maybe they just feel like killing some surface elves. The reason(s) are infinite and limited only by one's imagination. And as I mentioned above, MOST drow are actually evil. Logically, any non-evil drow on the surface would do whatever they could to either be hermits (as you mentioned) or to show that one isn't evil just because one is born to a species that is considered evil by the multiverse - especially if said non-evil drow served/followed Eilistraee. And any non-evil drow in the Underdark is either a rogue renegade, playing the game (as Jarlaxle does), or keeping that buried deep within themselves (such as Zaknafien).
To summarize: drow aren't BORN evil, they're brought up that way by their evil kin. Or, maybe they were born on the surface to non-evil drow - in which case it's doubtful they'll be evil. But also apply some logic where appropriate. Just because one's parents are both LG goodie-two-shoes of Lathander doesn't mean one can't be a CE demon-worshipping apple that fell very far from the tree.
The most important thing to note: IT'S A GAME! Just have fun. This is all make-believe anyway, unfortunately. If drow are born evil in your game's multiverse, then they're born evil. If all of them turned from Lloth to worship another deity (such as in Exandria or any non-Lloth city like.....uhh......that one...I don't know any off the top of my head, those're traitors anyway), then that's canon for your game. Bottom line is simple: have fun, change whatever you want to further facilitate the having of fun, and blah blah blah. If you think D&D is a hardcore mechanics game, then that's what it is for you, go find a group like that. If not...take inspiration from Perkins. Or split the difference and take inspiration from Mercer.
