Celestial Resistance. The bralani has advantage on saving throws to resist charm effects, fear effects, and poison.

Celestial Weapons. The bralani’s weapon attacks are magical. When the bralani hits with any weapon, the weapon deals an extra 2d6 radiant damage (included in the attack).

Innate Spellcasting. The bralani’s innate spellcasting ability is Charisma (spell save DC 12, spell attack +4). The bralani can innately cast the following spells, requiring no material components.
At will: blur, charm person, gust of wind
3/day: mirror image, protection from evil and good, wind wall
2/day: cure wounds (6th level), lightning bolt

Magic Resistance. The bralani has advantage on saving throws against spells and other magical effects.

Shape Change. A bralani can assume the shape of a whirlwind of air as an action. While in whirlwind form, the bralani cannot use its scimitar or longbow, but it gains a flying speed and a whirlwind blast ability while still being able to make slam attacks and use its spell-like abilities. This form cannot be dispelled, as it’s a natural form of the bralani. Truesight reveals both the bralani’s forms simultaneously.

Actions

Multiattack The bralani can make two scimitar attacks or two longbow attacks.

+1 Scimitar. Melee Weapon Attack: +8 to hit, reach 5ft., one target, Hit: 12 (2d6+5) slashing damage plus 7 (2d6) radiant damage. 

+1 Longbow. Ranged Weapon Attack: +8 to hit, range 150/600 ft., one target, Hit: 14 (2d8+5) piercing damage plus 7 (2d6) radiant damage.

Slam. Melee Weapon Attack: +7 to hit, reach 5 ft., one target, Hit: 11 (2d6+4) bludgeoning damage plus 7 (2d6) radiant damage.

Whirlwind Blast (Only In Whirlwind Form). The bralani creates a blast of wind and debris in a 30-foot line. Each creature in that area must make a DC 15 Dexterity saving throw, taking 7 (2d6) slashing and bludgeoning damage plus 7 (2d6) radiant damage on a failed save, or half as much damage on a successful one.

Description

The being before you resembles a short, stocky elf, broad in the shoulders but quick and nimble. Its hair is a bright silver-white, and its eyes are an ever-changing rainbow of hues.

The bralanis are part of a group of creatures known as the celestial eladrin. They are distinct from the eladrin subrace of elves that inhabit the Feywild. The celestial eladrins are a race native to the plane of Arborea. They are knights and lords who roam the cosmos in search of good folk to aid. Eladrins are free-spirited, but they are also mighty champions of good.

The bralanis are the wildest and most feral of their kind, existing from heartbeat to heartbeat in a glorious, never-ending passion. In addition to their natural form, bralanis can assume the shape of a whirlwind or zephyr of dust, snow, or sand.

Bralanis prefer the scimitar and bow, the weapons of the desert nomads they most closely resemble.
