One Against Them All. The veteran counts as four creatures of challenge rating 3 for the purpose of encounter building, and rolls for initiative four times, acting on each turn. When the veteran is reduced to 0 hit points, their lowest place on the initiative order is removed, they regain the use of their legendary resistance, and their hit points return to maximum, unless they have no more places on the initiative order left.
Legendary Resistance (1/Day). If the veteran fails a saving throw, it can choose to succeed instead.
Multiattack. The veteran makes two longsword attacks. If it has a shortsword drawn, it can also make a shortsword attack.
Longsword. Melee Weapon Attack: +5 to hit, reach 5 ft., one target. Hit: 7 (1d8 + 3) slashing damage, or 8 (1d10 + 3) slashing damage if used with two hands.
Shortsword. Melee Weapon Attack: +5 to hit, reach 5 ft., one target. Hit: 6 (1d6 + 3) piercing damage.
Heavy Crossbow. Ranged Weapon Attack: +3 to hit, range 100/400 ft., one target. Hit: 6 (1d10 + 1) piercing damage.
The veteran has a number of legendary actions equal to 4 minus the number of turns it gets in a round, minimum of 0. The veteran can choose from the options below. Only one legendary action option can be used at a time and only at the end of another creature’s turn. The veteran regains spent legendary actions at the start of the turn with the highest initiative.
Fleet Foot. The veteran moves up to half its speed without provoking opportunity attacks.
Longsword Lunge (Costs 2 Actions). The veteran moves up to half its speed and makes a longsword attack.
Volley of Bolts (Costs 3 Actions). The veteran moves up to half its speed and makes three attacks with it's heavy crossbow. The attacks must all target creatures within 5 feet of each other.
