Tireless Precision. Arthur adds 1d4 to all checks he makes with Arcana or Thieves' Tools.
Spellcasting. Arthur is an 10th-level spellcaster. Its spellcasting ability is Charisma (spell save DC 16, +8 to hit with spell attacks). Arthur has the following bard spells prepared:
Cantrips (at will): mage hand, mending, message, vicious mockery
1st level (4 slots): command, healing word, entangle
2nd level (3 slots): calm emotions, enhance ability, hold person
3rd level (3 slots): counterspell, hypnotic pattern, sending

Ritual Caster. Arthur has a number of additional wizard spells he can only cast as rituals. Its spellcasting ability is Intelligence (spell save DC 15, +7 to hit with spell attacks).

Multiattack. Arthur makes his case. He can then cast a spell.
Make Your Case. Arthur targets a creature he can see within 60 feet of him that can hear him. The target must succeed on a DC 16 Intelligence saving throw or take 9 (2d8) psychic damage and incur disadvantage on the next saving throw it makes before the end of Arthur's next turn.
Cutting Words. When a creature Arthur can see within 60 feet of him makes an attack roll, ability check, or damage roll, he subtracts 5 (1d10) from the result. This has no effect if the creature can't hear him or is immune to being charmed.
