Traits

Action Surge (Once per short or long rest). Zovos can take one additional action on his turn.

Agonizing Blast. When Zovos' casts eldritch blast he adds +4 to the damage it deals on a hit (already included in the attack).

Amphibious. Zovos can breathe air and water.

Control Air and Water. Zovos' innate spellcasting ability is Charisma. He can innately cast the following spells (spell save DC 16), requiring no material components:
1/day each: fog cloud, gust of wind, wall of water

Emissary of the Sea. Zovos can communicate simple ideas with beasts that can breathe water.

Eyes of the Rune Keeper. Zovos can read all writing. 

Pact of the Tome. Zovos' patron has gifted him with the grimoire called the Book of the Ancient Depths. While Zovos has this book on his person he can cast a number of cantrips and ritual spells. He has the following spells prepared:
Cantrips (at will): guidance, mind sliver, spare the dying
1st level (rituals): comprehend languages, unseen servant

Psionic Energy (8/Day). Zovos has a pool of Psionic Energy dice (1d8), and they fuel various psionic powers he has:

  • Protective Field. When Zovos or another creature he can see within 30 ft. of him takes damage, Zovos can use his reaction to expend one Psionic Energy die, and reduce the damage taken by 1d8+3.
  • Psionic Strike. Zovos can propel his weapons with psionic force. Once on each of Zovos' turns, immediately after he hits a target within 30 feet of him with an attack and deal damage to it with a weapon, Zovos can expend one Psionic Energy die, dealing 1d8+3 force damage to the target.
  • Telekinetic Movement. Zovos can move an object or a creature with your mind. As an action, Zovos targets one loose object that is Large or smaller or one willing creature, other than himself. If Zovos can see the target and it is within 30 feet of him, he can move it up to 30 feet to an unoccupied space he can see. Alternatively, if it is a Tiny object, Zovos can move it to or from his hand. Either way, Zovos can move the target horizontally, vertically, or both. Once Zovos takes this action, he can’t do so again until he finishes a short or long rest, unless he expends a Psionic Energy die to take it again.

Spellcasting. Zovos is a 5th-level spellcaster. His spellcasting ability is Charisma (spell save DC 16, +8 to hit with spell attacks). He regains his expended spell slots when he finishes a short or long rest. Zovos has following warlock spells prepared:
Cantrips (at will): eldritch blast, mage hand, prestidigitation
1st-3rd level (2 3rd-level slots): armor of agathys, counterspell, dissonant whispers, hex, hunger of hadar, misty step

Actions

Multiattack. Zovos can make two weapon attacks.

Greatsword. Melee Weapon Attack: +7 to hit, reach 5 ft., one target. Hit: 10 (2d6 + 3) slashing damage, and can reroll a 1 or 2 on damage dice but must use the new roll.

Spear. Melee or Ranged Weapon Attack: +7 to hit, range 5 ft. or 20 ft./60 ft., one target. Hit: 6 (1d6 + 3) piercing damage, or 7 (1d8 + 3) piercing damage if used with two hands to make a melee attack, and can reroll a 1 or 2 on damage dice but must use the new roll.

Eldritch Blast (Cantrip). Ranged Spell Attack: +8 to hit, reach 120 ft., one target. Hit: 9 (1d10+4) force damage. The cantrip creates 2 beams.

Mage Hand (Cantrip). Zovos casts this subtly without verbal or somatic components. He creates an invisible spectral hand at a point within 60 feet. The hand lasts for 1 minute or until Zovos dismisses it as an action. The hand vanishes if it is ever more than 60 feet away from him or if he casts this spell again.

Zovos can use his action to control the hand. Zovos can use the hand to manipulate an object, open an unlocked door or container, stow or retrieve an item from an open container, or pour the contents out of a vial. Zovos can move the hand up to 60 feet each time he uses it. The hand can't attack, activate magic items, or carry more than 10 pounds. Its spellcasting ability is Charisma.

Telekinetic Movement (Requires a Psionic Energy Die; Once per short or long rest). Zovos can move an object or a creature with his mind. As an action, Zovos targets one loose object that is Large or smaller or one willing creature, other than himself. If Zovos can see the target and it is within 30 feet of him, he can move it up to 30 feet to an unoccupied space he can see. Either way, Zovos can move the target horizontally, vertically, or both.

Once Zovos takes this action, he can’t do so again until he finishes a short or long rest, unless he expends a Psionic Energy die to take it again.

Bonus Actions

Hex (3rd-Level Spell; Requires a Spell Slot). Zovos places a curse on a creature that he can see within 90 feet. Zovos concentrates on this spell, and can last for up to 8 hours. Until the spell ends, Zovos deal an extra 3 (1d6) necrotic damage to the target whenever he hits it with an attack. Also Zovos can choose one ability when he cast the spell. The target has disadvantage on ability checks made with the chosen ability. If the target drops to 0 hit points before this spell ends, Zovos can use a bonus action on a subsequent turn of his to curse a new creature. A remove curse cast on the target ends this spell early.

Misty Step (3rd-Level Spell; Requires a Spell Slot). Zovos is briefly surrounded by silvery mist, he teleports up to 30 feet to an unoccupied space that he can see.

Recovery (Once per short or long rest). As a bonus action, Zovos can regain one expended Psionic Energy die.

Second Wind (Once per short or long rest). As a bonus action Zovos regains 1d10 + 5 HP.

Telekinetic Shove. As a bonus action, Zovos can try to telekinetically shove one creature he can see within 30 ft. of him. The target must succeed on a DC 16 Strength saving throw or be moved 5 ft. toward him or away from him. A creature can willingly fail this save.

Reactions

Counterspell (3rd-Level Spell; Requires a Spell Slot). When Zovos sees another creature casting a spell within 60 feet, he can attempt to interrupt that creature in the process of casting a spell. If the creature is casting a spell of 3rd level or lower, its spell fails and has no effect. If it is casting a spell of 4th level or higher, roll 1d20+4. The DC equals 10 + the spell's level. On a success, the creature's spell fails and has no effect.

Protective Field (Requires a Psionic Energy Die). When Zovos or another creature he can see within 30 ft. of him takes damage, Zovos can use his reaction to expend one Psionic Energy die, and reduce the damage taken by 1d8+3.

Legendary Actions

Zovos can take 3 legendary actions, choosing from the options below. Only one legendary action option can be used at a time and only at the end of another creature's turn. Zovos regains spent legendary actions at the start of his turn.

Move. Zovos moves up to his movement speed, this does not provoke attacks of opportunity. 

Cantrip. Zovos casts a cantrip. 

Telekinesis. Zovos uses his Telekinetic Movement action. When he does so he can decide to target an object and fling it at a creature within 30 feet of the object. The creature must make a DC 16 Dexterity saving throw or take Bludgeoning damage equal to the size of the object: 1d8 (small or tiny), 2d8 (medium), 3d8 (large) on a failure. Or half as much damage on a success. 

Blessing of the Horrid Depths (Costs 2 Actions). Zovos calls upon his patron to give him power. He regains one spell slot.

Cast a Spell (Costs 2 Actions). Zovos casts either a innate or warlock spell, expending a spell slot as normal. 

Description

Zovos is a warlock of Cthulhu. This is his 10th level verison, 5th level fighter/5th level warlock. If you want to level him up he would increase his potency in his warlock abilities. Here are some guidelines: (Level 11-16: increase his HP by 7 per level / Level 17-20: increase HP by 8 per level)

11th Level: learn the spell Enemies Abound
12th Level: Invocation: Far Scribe, learn the spell Evard’s Black Tentacles
13th Level: learn the spell Dimension Door, Proficiency Bonus becomes +5, Increase CHA to 20 and CON to 15, spell save DC becomes 18, +10 to hit with spell attacks. 
14th Level: learn the spell Synaptic Static, Invocation: Gift of the Protectors
15th Level: learn the spell Booming Blade, Thought Shield
16th Level: learn the spell Far Step, Mystic Arcanum (Mental Prison)
17th Level: Invocation: Aspect of the Moon, Proficiency Bonus becomes +6, spell save DC becomes 19, +11 to hit with spell attacks, Increase CON to 16 and STR to 17, HP increases by 17
18th Level: learn the spell Mislead, Mystic Arcanum (Crown of Stars)
19th Level: Create Thrall
20th Level: learn the spell [Tooltip Not Found], Invocation: Eldritch Mind, Mystic Arcanum (Feeblemind)

You could also give him abilities from the Warlock of the Great Old One.

Lair and Lair Actions

Zovos Chlorath's fane is a locus of power committed to a being of alien intelligence.

Lair Actions

On initiative count 20 (losing initiative ties), Zovos Chlorath takes a lair action to cause one of the following effects; Zovos Chlorath can’t use the same effect two rounds in a row:

  • Zovos recovers all spell slots as though he has completed a short rest.
  • Zovos fires an eldritch blast at each enemy he can see within 60 feet.
  • Zovos summons an aberration to aid him. Roll 1d4 to determine the result: (1) Mindwitness, (2) Otyugh, (3) Star Spawn Mangler, or (4) Red Slaad.

Regional Effects

The region containing a legendary Zovos Chlorath's lair is humid and wet as though it has just rained, which creates one or more of the following effects:

  • The sun appears as a baleful orb in the sky over the Zovos' demesne. 
  • In Zovos' demesne, constellations in the night sky are strange, and stars occasionally fall from the sky. 
  • Zovos is immediately aware of enemies in their demesne. 
  • Once per month, the warlock can summon an earthquake, as per the spell, targeting any enemies in their demesne.

If Zovos Chlorath dies, these effects fade over the course of 1d10 days.
