Undead Fortitude. If damage reduces Valros to 0 hit points, he must make a Constitution saving throw with a DC of 5 + the damage taken, unless the damage is radiant or from a critical hit. On a success, Valros drops to 1 hit point instead.
Chain Bindings. Valros has advantage on grapple checks. After a successful grapple, Valros will bind his target in chains, leaving them grappled while Valros may move independently. This grapple has an escape DC 12.
Tormentor's Delight. Whenever Valros successfully grapples a target, he may restore 1d6 hit points.
Legendary Resistance (1/day). If Valros fails a saving throw, he can choose to succeed instead.
Rot Breath. As an action, Valros exhales a foul miasma in a 5 by 15 ft. line (DEX DC 13, half damage on success and negate poison condition) for 2d6 poison damage and are poisoned for 1 minute.
Multiattack. Valros makes two poisoned sickle attacks.
Poisoned Sickle. Melee Weapon Attack: +4 to hit, reach 5 ft., one target. Hit: 6 (1d6 + 1) slashing damage. A creature hit by the Poisoned weapon must make a DC 10 Constitution saving throw or take 1d4 poison damage.
Chain Ensnare. Melee Weapon Attack: +3 to hit, reach 10 ft., one target. Hit: 8 (1d8 + 1) slashing damage. The target becomes grappled (escape DC 12).
Valros can take 2 legendary actions, choosing from the options below. Only one legendary action option can be used at a time and only at the end of another creature's turn. Valros regains spent legendary actions at the start of its turn.
Scrutiny Under the Sickle. Valros pulls a creature grappled by his chains within 10 feet to a space 5 feet from him and makes a melee weapon attack with his poisoned sickle.
Swift, Reckless Strikes. Valros makes three attacks with his poisoned sickle each with disadvantage. Poison damage dealt by these attacks are doubled.
Foulness. Valros attacks a creature with his Rot Breath.
Description
Valros was once a renowned member of the Third Eye, the spy ring of the Empire of Ash. Known for his cruel torture methods, Valros would use agonizing chains and virulent poison to extract information from his victims. However, when the first invasion of New Altaria failed, Valros met his end. The infamous torturer was brought to the Sunlands to lie in a crypt for eternity.
