Azure Dragon Bloodline. The Azure Dragon can breathe air and water and does not need to sleep or rest. Also, it has advantage against sneak attacks and cannot be affected by scry spells unless it allows it. Lastly, it can sacrifice its hit points and transfer it to any number of creatures it wants.
Legendary Resistance (5/Day). If the Azure Dragon fails a saving throw, it can choose to succeed instead.
Limited Magic Immunity. The Azure Dragon can't be affected or detected by spells of 3rd level or lower unless it wishes to be. It has advantage on saving throws against all other spells and magical effects.
Heroic Actions. The Azure Dragon has Legendary Actions called Heroic Actions that can be triggered via specific events during combat. These Legendary Actions can be triggered at any time and have unlimited uses.
Villain Actions. The Azure Dragon has Legendary Actions called Villain Actions that can be triggered via specific events during combat. These Legendary Actions can be triggered at any time and have unlimited uses.
Mega-Boss. The Azure Dragon is a mega-boss, it will take its telegraph turn on initiative 20 and will have another turn on initiative 16 of the round. Also, as a mega-boss, it will recover 40 hit points at the start of every round in combat and can move half its fly speed at the start of every turn. Lastly, the Azure Dragon is recovers 150 hit points after its maximum hit points reach 0 once per day.
Multiattack. The Azure Dragon can use its Frightful Presence. It then makes two claw attacks.
Azure Soul (Charge). The Azure Dragon takes an action to charge its Azure Soul legendary action. After making this action, the Azure Dragon must immediately end its turn and cannot move, make any actions or reactions or activate any legendary actions until the start of its next turn.
Azure Razor. Ranged Weapon Attack: +14 to hit, reach 45 ft., one target. Hit: 17 (2d6 + 10) slashing damage and 15 (2d10 + 10) force damage.
Claw. Melee Weapon Attack: +17 to hit, reach 10 ft., one target. Hit: 17 (2d6 + 10) slashing damage. The affected creature must succeed on a DC 16 Strength saving throw or become grappled by the Azure Dragon. The dragon can grapple one target with each hand.
Tail Sweep. The azure dragon throws its tail in a horizontal sweeping motion in a direction within 15 feet of it, up to 3 creatures can be affected by the sweep. Any affected creatures must succeed on a DC 17 Dexterity saving throw or take 20 (4d8 + 8) bludgeoning damage or half as much on a successful save. Also, on a failed save, affected creatures will be sent prone after taking damage.
Frightful Presence. Each creature of the Azure Dragon’s choice that is within 120 feet of the Azure Dragon and aware of it must succeed on a DC 24 Wisdom saving throw or become frightened for 1 minute. A creature can repeat the saving throw at the end of each of its turns, ending the effect on itself on a success. If a creature's saving throw is successful or the effect ends for it, the creature is immune to the dragon's Frightful Presence for the next 24 hours.
Breath Weapons (Recharge 5–6). The dragon uses one of the following breath weapons.
Azure Fire Breath. The Azure Dragon exhales fire in a 30-foot cone. Each creature in that area must make a DC 20 Dexterity saving throw, taking 55 (10d10) fire damage on a failed save, or half as much damage on a successful one.
Blitz Breath. The Azure Dragon exhales a pulse of high-pitched, nearly inaudible sound in a 60-foot-cone. Each creature in that cone must make a DC: 18 Constitution saving throw. On a failed save, the creature takes 45 (13d6) thunder damage and is incapacitated until the end of its next turn. On a successful save, the creature takes half as much damage and isn't incapacitated.
Force Breath. The Azure Dragon exhales a pulse of high-pitched, nearly inaudible blast of force in a 120-foot cone. Each creature in that area must make a DC 24 Dexterity saving throw, taking 75 (15d10) force damage on a failed save, or half as much damage on a successful one. On a failed save, any affected creatures will also be thrown 30 feet away from the dragon and be sent prone.
Change Shape. The Azure Dragon magically polymorphs into a humanoid or beast that has a challenge rating no higher than its own, or back into its true form. It reverts to its true form if it dies. Any equipment it is wearing or carrying is absorbed or borne by the new form (dragon’s choice).
In a new form, the Azure Dragon retains its alignment, hit points, Hit Dice, ability to speak, proficiencies, Legendary Resistance, lair actions, and Intelligence, Wisdom, and Charisma scores, as well as this action. Its statistics and capabilities are otherwise replaced by those of the new form, except any class features or legendary actions of that form.
The Azure Dragon can take 2 bonus actions, choosing from the options below. The dragon shares both bonus actions for the entire round and only recovers them at the start of a round.
Gather Energy (Recharge 1-3). The Azure Dragon gathers energy and gains a +3 to its AC until the end of its next turn.
Reversed Wing Gust. The Azure Dragon flaps its wings and all creatures within 100 ft. must succeed on a DC 16 Strength saving throw or be pulled 30 ft. towards it.
Slam Down. The Azure Dragon slams a creature it has grappled in its hand into the ground. The target takes 40 points of bludgeoning damage.
Reposté. When an attack is made against the Azure Dragon and misses, it is able to make a counter attack with a single claw attack on the target.
Retaliate. If the Azure Dragon takes damage from an attack, it can choose to use a reaction to make an attack against the same creature.
Skirmisher. The Azure Dragon can move up to half its speed as a reaction when an enemy ends its turn within 5 feet of it. This movement doesn't provoke opportunity attacks.
The Azure Dragon has 5 legendary actions, choosing from the options below. Only one legendary option can be used at a time and only at the end of another creature's turn. The Azure Dragon regains all spent legendary actions at the start of its turn.
Breath Weapon (Costs 2 Actions). The Azure Dragon uses one of its breath weapons. The dragon does not need to recharge its breath weapon when making this action.
Detect Souls (Costs 1 Action). The Azure Dragon automatically perceives all creatures, living, undead, fiend or celestial, within 60 feet of it. When a detected creature makes an attack against the Azure Dragon within the same round of this action’s effect, the creature will attack with disadvantage.
Tail and Claw (Costs 2 Actions). The Azure Dragon makes a tail sweep attack and a claw attack.
Wing Attack (Costs 1 Action). The Azure Dragon beats its wings. Each creature within 15 ft. of the dragon must succeed on a DC 25 Dexterity saving throw or take 17 (2d6 + 10) bludgeoning damage and 12 (2d8 + 8) force damage or half as much damage on a successful save. All creatures that failed will be sent 15 feet away and be knocked prone. The Azure Dragon can then fly up to half its flying speed.
Azure Flame Tornado (Recharge 1-3, Villain Action). If a creature comes within the Azure Dragon’s range, it uses a fiery breath weapon in a spinning motion, targeting any creatures within a 10 ft. radius of it. All affected creatures must succeed on a DC 16 Dexterity saving throw or take 16 (3d8 + 8) fire damage or half as much on a successful save.
Azure Soul (Villain Action). The Azure Dragon lets loose a burst of energy around it, and surrounding itself with a blindingly fiery aura, affecting all creatures within a 10 ft. radius of it. All affected creatures will continuously take 15 points of fire damage while within the radius of the aura. The aura remains until the end of the Azure Dragon’s next turn.
Teleport (Heroic Action). After a creature makes an attack against the Azure Dragon, it magically teleports to an unoccupied space it can see within 60 feet of it.
Soul Cleanse (Recharge 1-2, Heroic Action). When the Azure Dragon or any creature within 60 ft. of it is cursed, it can immediately nullify the curse with this legendary action.
Azure Dragon’s Aspect
The Azure Dragon releases its spiritual binds and manifests its full power. A glowing aura of chromatic shimmering light and bright blue flames exudes and surrounds the dragon. With its aspect in full control, when the Azure Dragon flies, bright blue flames shoot out from its wings, propelling the dragon and helping it zoom to near mach speeds.
Aspect Effects
With the aspect of the Azure Dragon active it gains the following traits while the aspect is active; the Azure Dragon’s aspect remains active for 1 minute, unless the dragon is killed or knocked unconscious:
- The Azure Dragon’s fly speed is doubled, making it 240 feet fly speed instead of the normal 120 feet.
- Any claw attacks the Azure Dragon makes also deals an extra 2d8 fire damage.
- Any actions or features the Azure Dragon has that has a recharge value, no longer needs to recharge while the aspect is active.

The Azure Dragon, the legendary guardian of Hiran and patron of the Nazulian people, it’s myth and lore pales in comparison to its reality. Fearsome yet gentle, a sight to behold and a colossal titan to be feared, just the Azure Dragon’s presence alone makes any mortal’s heart skip a beat.
Lair and Lair Actions
An Azure Dragon’s Lair
Azure Dragons are extremely rare and make their homes in out-of-the-way places, where they can do as they please without arousing suspicion or fear. Most dwell near isolated islands, cave complexes hidden behind sparkling waterfalls, or mountains that pierce the sky.
Lair Actions
At the top of the round, the dragon takes a lair action to cause one of the following effects; the dragon can’t use the same effect two rounds in a row:
- The dragon glimpses the future, so it has advantage on attack rolls, ability checks, and saving throws until initiative count 20 on the next round.
- One creature the dragon can see within 120 feet of it must succeed on a DC 17 Charisma saving throw or be awestruck, making the affected creature skip its text turn. When the effect ends, the creature cannot be affected by this feature for 1 minute.
Regional Effects
The region containing the Azure Dragon’s lair is warped by the dragon’s magic, which creates one or more of the following effects:
- Whenever a creature that can understand a language sleeps or enters a state of trance or reverie within 6 miles of the dragon’s lair, the dragon can establish telepathic contact with that creature and converse with it in its dreams. The creature remembers its conversation with the dragon upon waking.
- Banks of beautiful, opalescent mist manifest within 6 miles of the dragon’s lair. The mist doesn’t obscure anything. It assumes haunting forms when evil creatures are near the dragon or other non-evil creatures in the mist, warning such creatures of the danger.
- Gems and pearls within 1 mile of the dragon’s lair sparkle and gleam, shedding dim light in a 5-foot radius.
- A soft pleasant smell of flora masks the nearby surroundings within a 4 mile radius of the Azure Dragon’s lair.
If the Azure Dragon dies, these effects end immediately.
