Cunning Action. On each of its turns, the thief can use a bonus action to take the Dash, Disengage, or Hide action.

Sneak Attack (1/Turn). The thief deals an extra 7 (2d6) damage when it hits a target with a weapon attack and has advantage on the attack roll, or when the target is within 5 feet of an ally of the thief that isn't incapacitated and the thief doesn't have disadvantage on the attack roll.

Phantom Sight. As an action, the thief can magically begin to see into the soul of a creature with such a soul within 60 feet of the thief. Over the course of the next minute, the thief learns that creature’s alignment, bonds, and ideals, if it has any.

Steal Heart (1/Day). The thief can spend 8 hours in a trance to magically change the heart of a creature it has used its Phantom Sight on that is within 1 mile of the thief’s position. That creature must make three consecutive DC 14 Charisma saving throws. If it fails more saving throws than it succeeds on at the end of the 8 hours, its alignment changes one stage further on the scale from evil, to neutral, to good. If the creature has truesight, it knows its mind is being invaded. Regardless, the thief takes one level of exhaustion once the 8 hours are up.

Actions

Multiattack. The thief makes two weapon attacks.

Shortsword. Melee Weapon Attack: +5 to hit, reach 5 ft., one target. Hit: 6 (1d6 + 3) piercing damage.

Palm Pistol. Ranged Weapon Attack: +5 to hit, range 30/120 ft., one target. Hit: 7 (1d8 + 3) piercing damage. If the thief rolls a 1 on this attack, it can’t make the attack again until it spends an action to repair it. In addition, whenever the thief makes this attack, it must spend an attack to reload the palm pistol before making the attack again.

Description

Thieves of hearts, also called phantom thieves, are secretive vigilante rogues that use supernatural magic to change the hearts and souls of corrupt individuals. They do this by venturing into their target’s twisted minds (often called “palaces”) and stealing their Treasure, a metaphorical object which represents the target’s corrupt desires.

Some experts on esoteric lore have theorized that that all thieves of hearts belong to a widespread League of Phantom Thieves.
