Special Equipment. The Adjudicator wields a special dragontooth dagger that also functions as a Rod of the Pact Keeper, +2.

Innate Spellcasting. The Adjudicator's innate spellcasting ability is Charisma. It can innately cast the following spells (spell save DC 17), requiring no material components:

Spellcasting. The warlock is a 17th-level spellcaster. Its spellcasting ability is Charisma (spell save DC 17, +11 to hit with spell attacks). It regains its expended spell slots when it finishes a short or long rest. It knows the following warlock spells:

Cantrips (at will): green flame blade, mind sliver, toll the dead

1st–5th level (4 5th-level slots): absorb elements, charm person, confusion, dominate person, enervation, Galder's speedy courier, hex, hold person, intellect fortress, mislead, misty step, passwall, scrying, shadow of Moil, vampiric touch

Draconic Shape (Recharges after a Long Rest). The Adjudicator may take the form of a young black dragon for 1 minute, with the following stipulations:

  • It retains its alignment, personality, and Intelligence, Wisdom, and Charisma scores. It also retains all of its skill and saving throw proficiencies, in addition to gaining those of the dragon. If the dragon has the same proficiency as the Adjudicator and the bonus in its stat block is the higher of the two, use the dragon’s bonus instead of the Adjudicator's.
  • It can only use the breath weapon once during the transformation.
  • When the Adjudicator transforms, the hit points of the form is 68. When it reverts to its normal form, the Adjudicator returns to the number of hit points it had before it transformed. However, if the Adjudicator reverts as a result of dropping to 0 hit points, any excess damage carries over to its normal form. As long as the excess damage doesn’t reduce its normal form to 0 hit points, the Adjudicator isn't knocked unconscious.
  • It can’t cast spells while in this form.  This form also breaks whatever concentration spell it was maintaining. This form requires concentration to maintain.
  • Its equipment merges with it during the transformation but is unusable while in this form.
Actions

Multiattack. The Adjudicator can make 4 attacks with its Acidic Blast.

Dragontooth Dagger. Melee Weapon Attack: +9 to hit, reach 5 ft., one target. Hit: 8 (1d4 + 5) piercing damage plus 7 (2d6) acid damage.

Acidic Blast. Ranged Spell Attack: +11 to hit, range 120 ft., one target. Hit: 11 (1d10 + 5) acid damage.
