Frost Wail (Recharge 6). The utburd shrieks, releasing a freezing wind that causes ice to form around nearby creatures and objects. Each creature within 15 ft. of the utburd must make a DC 15 Strength saving throw, taking (8d6) cold damage, or half as much on a successful save. A creature that fails this saving throw is also coated in ice and restrained. A creature can repeat the saving throw at the end of each of its turns, breaking free and ending the effect on itself on a successful save. The ice can also be attacked and destroyed (AC 12; hp 10; vulnerability to bludgeoning and fire damage; immunity to cold, poison, and psychic damage). Objects in this area are heavily coated in ice.
