Traits

Innate Spellcasting. Balarystul's innate spellcasting ability is Charisma (spell save DC 19). She can innately cast the following spells, requiring no components:

At will: word of recall

2/day each: stone shape

1/day each: heal, plane shift, transmute rock, wall of stone

Legendary Resistance (3/Day). If Balarystul fails a saving throw, she can choose to succeed instead.

Spider Climb. Balarystul can climb difficult surfaces, including upside down on ceilings, without needing to make an ability check.

Undetectable. Balarystul cannot be targeted by divination magic or any effect that would sense her emotions or read her thoughts, nor can she be detected by magical or mundane means unless she wishes to be. In addition, once any creature less powerful than a deity has taken three steps away from Balarystul, it can no longer remember her of having interacted with her specifically, unless Balarystul decides otherwise.

Actions

Multiattack. Balarystul can use her Frightful Presence. She then makes three attacks: one with her bite and two with her claws.

Bite. Melee Weapon Attack: +15 to hit, reach 15 ft., one target. Hit: 19 (2d10 + 8) piercing damage.

Claw. Melee Weapon Attack: +15 to hit, reach 10 ft., one target. Hit: 15 (2d6 + 8) slashing damage.

Tail. Melee Weapon Attack: +15 to hit, reach 20 ft., one target. Hit: 17 (2d8 + 8) bludgeoning damage.

Frightful Presence. Each creature of the Balarystul's choice that is within 120 feet of her and aware of her must succeed on a DC 19 Wisdom saving throw or become frightened for 1 minute. A creature can repeat the saving throw at the end of each of its turns, ending the effect on itself on a success. If a creature's saving throw is successful or the effect ends for it, the creature is immune to the Balarystul's Frightful Presence for the next 24 hours.

Breath Weapons (Recharge 5–6). Balarystul uses one of the following breath weapons.

Acid Breath. Balarystul exhales acid in an 90-foot line that is 10 feet wide. Each creature in that line must make a DC 22 Dexterity saving throw, taking 63 (14d8) acid damage on a failed save, or half as much damage on a successful one.

Slowing Breath. Balarystul exhales gas in a 90-foot cone. Each creature in that area must succeed on a DC 22 Constitution saving throw. On a failed save, the creature can't use reactions, its speed is halved, and it can't make more than one attack on its turn. In addition, the creature can use either an action or a bonus action on its turn, but not both. These effects last for 1 minute. The creature can repeat the saving throw at the end of each of its turns, ending the effect on itself with a successful save.

Change Shape. Balarystul magically polymorphs into a humanoid or beast that has a challenge rating no higher than her own, or back into her true form. She reverts to her true form if she dies. Any equipment she is wearing or carrying is absorbed or borne by the new form (Balarystul's choice).

In a new form, Balarystul retains her alignment, hit points, Hit Dice, ability to speak, proficiencies, Legendary Resistance, lair actions, and Intelligence, Wisdom, and Charisma scores, as well as this action. Her statistics and capabilities are otherwise replaced by those of the new form, except any class features or legendary actions of that form.

Heal. Balarystul tends to a creature and restores 7 (1d6 + 4) hit points to it, plus additional hit points equal to the creature's maximum number of Hit Dice. The creature can't regain hit points from this ability again until it finishes a short or long rest.

Legendary Actions

Balarystul can take 3 legendary actions, choosing from the options below. Only one legendary action option can be used at a time and only at the end of another creature's turn. Balarystul regains spent legendary actions at the start of her turn.

Detect. Balarystul makes a Wisdom (Perception) check.

Tail Attack. Balarystul makes a tail attack.

Wing Attack (Costs 2 Actions). Balarystul beats her wings. Each creature within 15 feet of her must succeed on a DC 23 Dexterity saving throw or take 15 (2d6 + 8) bludgeoning damage and be knocked prone. Balarystul can then fly up to half her flying speed.

Description

Burney the Barber appears as a cheerful, well-kept Calishite woman. She provides all services any proficient barber might, up to and including medical attention for those with injuries or ailments. While she works, Burney tells all manner of stories, making them up as she goes along, but always with a moral at the end. Burney's stories might point to an achievable objective, if the character is of good-alignment and inclined to take direction from the chatty barber.

Burney is, in fact, an ancient copper dragon named Balarystul. She resides in Avernus on direct assignment from Bahamut, keeping an eye out for signs of increased activity among Tiamat's followers. After the last time the queen of evil dragons tried to escape the Nine Hells, those who oppose her are taking no chances. Balarystul is particularly interested in any information about the activities of Arkhan the Cruel.
