Swarm. The swarm can occupy another creature's space and vice versa, and the swarm can move through any opening large enough for a tiny locust. The swarm can't regain hit points or gain temporary hit points.

Hostile Cacophony. An area occupied by the swarm is considered difficult terrain and creatures entirely within the swarm are deafened.

Ravenous Aura. While alive, the swarm is surrounded by ravenous locusts that feed on everything within 60ft of it. Any creature of the swarm's choice that starts its turn within 60ft of the swarm takes 10 (3d6) piercing damage. At the start of the swarm's turn, all plants and dead creatures in the area are destroyed.

Legendary Resistance (3/Day). If the swarm fails a saving throw, it can choose to succeed instead.

Actions

Multiattack. The apocalypse swarm can use its frightful presence. It then makes a Ravenous Bites attack and up to an extra Ravenous Bites attack for each lesser swarm under its control.

Frightful presence. Each creature within 120ft of the swarm and aware of it must succeed on a DC 19 Wisdom saving throw or become frightened for 1 minute. A creature can repeat the saving throw and the end of each of its turns, ending the effect on itself on a success. If a creature's saving throw is successful or the effect ends for it, the creature is immune to the swarm's Frightful Presence for the next 24 hours.

Ravenous Bites. Melee Weapon Attack: +8 to hit, reach 0 ft., one target in the swarm's space. Hit: 14 (4d6) piercing damage.

Maddening Buzzing (5-6). The apocalypse swarm produces a psychic scream that assaults the mind and distorts magic. The space within 120ft of the swarm becomes an area of antimagic until the beginning of the swarm's next round, as in the antimagic field spell, and all creatures in that area must make a DC19 Wisdom save or take 63 (14d8) psychic damage, or half as much on a successful save. A creature that passed the save and all its equipment are excluded by the effect of the antimagic field.

Bonus Actions

Spread. The apocalypse swarm creates up to four lesser swarms under its control anywhere within 60ft of itself and loses 20 hit points for each swarm created this way; the apocalypse swarm cannot control more than four lesser swarms at one time if it has half or more its full hit points, otherwise, it cannot control more than two.
Each lesser swarm is a copy of the apocalypse swarm, except it is large, has 20 hit points, dies if it is entirely outside the area of Ravenous Aura and has no actions, bonus actions, legendary actions, legendary resistances or the Ravenous Aura ability. A creature inside a lesser swarm is considered inside the apocalypse swarm to determine the reach of the Ravenous Bites attack.

Legendary Actions

The swarm can take 3 legendary actions, choosing from the options below. Only one legendary action option can be used at a time and only at the end of another creature's turn. The swarm regains spent legendary actions at the start of its turn.

Flying hunger. The apocalypse swarm and every lesser swarm it controls move up to their speed without provoking attacks of opportunity. A swarm inflicts 10 (3d6) piercing damage to any creature of its choice that occupies its same space at any point of this movement, a creature cannot take this damage more than once on the same turn.

Envelop. A creature fully inside a swarm must make a DC 16 Strength save or be grappled by the swarm (Escape DC 16). Until the grapple ends, the target is blinded.

Endless noise (Costs 2 actions). The swarm recharges Maddening Buzzing and uses it.

Description

Living plagues. Sometimes born of divine retribution, others the result of evil machinations, often just an unfortunate combination of rain and droughts, the common grasshopper has terrorised civilisation since the beginning of time. Swarms of locusts strip bountiful regions of anything green, leaving nothing but devastation in their wake.

The hunger that flies. Foolish wizards often try to bend the forces of nature to their will, but only gods can impose their will on what is only driven by ceaseless hunger. The Apocalypse Swarm, in its natural state, only has three interests: feeding on anything edible in an area, moving to another area with more food, and removing all obstacles to the previous two.

Latent psionics. When many insects gather together in a swarm, their intelligence can at times increase exponentially with the size of the swarm. Though its ultimate purpose remains feeding and lacks interest in anything else, a swarm might display impressive levels of intellect when faced with an obstacle to its one purpose, possibly even resulting in extraordinary displays of psychic might.
