Innate Spellcasting. Loki's innate spellcasting ability is Charisma (spell save DC 25). He can innately cast the following spells, requiring no material components:
At will: charm person, blink, wind wall
3/day each: dimension door, dispel magic, mirror image
1/day each: dominate person (8th-level version), modify memory (9th-level version)
Keen Smell. Loki has advantage on Wisdom (Perception) checks that rely on smell.
Legendary Resistance (4/day). If Loki fails a saving throw, he can choose to succeed instead.
Magic Resistance. Loki has advantage on saving throws against spells and other magical effects.
Magic Weapons. Loki’s weapon attacks are magical.
Regeneration. Loki regains 20 hit points at the start of his turn. If he takes radiant damage, this trait doesn't function at the start of his next turn. Loki dies only if he starts his turn with 0 hit points and doesn't regenerate.
Vind Rune’s Step. On each of his turns, Loki can use a bonus action to take the dash action.
Wind Aura. Loki has a +2 bonus to his AC against ranged weapon attacks, and all open flames within 10 feet of him are extinguished unless they are magical.
Multiattack. Loki makes three morningstar attacks.
Morningstar. Melee Weapon Attack: +17 to hit, reach 15 ft., one target. Hit: 27 (4d8 + 9) piercing damage plus 36 (8d8) psychic damage.
Rock. Ranged Weapon Attack: +17 to hit, range 150/600 ft., one target. Hit: 35 (4d12 + 9) bludgeoning damage and if the target is Large or smaller, it must succeed on a DC 25 Strength saving throw or be knocked prone and restrained until it escapes out from under the rock. Any creature can use its action to make a DC 19 Strength (Athletics) check to free itself or another creature under the rock, ending the effect on a success. The rock is an object with 15 AC, 30 hit points, vulnerability to thunder damage, resistance to piercing and slashing from nonmagical weapons not made of adamantine, and immunity to necrotic, poison, and psychic damage.
Glorious Purpose (1/day). Loki grants himself a wondrous appearance of unearthly beauty, making him look more lovely and fierce. When he does so he can inspire up to 9 creatures he can see within 120 feet of himself, which can include himself. Each creature’s current and maximum hit points increase by 14 for one minute. When a creature gains these hit points, it can immediately use its reaction to move up to its speed, without provoking opportunity attacks. Additionally, for one minute, whenever any creature tries to attack one of the creatures inspired by Loki in this way for the first time on a turn, the attacker must make a DC 25 Charisma saving throw. On a failed save, it can't attack the creature on this turn, and it must choose a new target for its attack or the attack is wasted. On a successful save, it can attack the creature on this turn, but it has disadvantage on any saving throw it makes against Loki’s spells on its next turn.
Additionally, he can force up to 9 creatures he can see within 120 feet of himself to succeed on a DC 25 Wisdom saving throw or be charmed by him. While charmed in this way, the target idolizes Loki, it speaks glowingly of him to anyone who speaks to it, and it hinders anyone who opposes Loki, avoiding violence unless it was already inclined to fight on his behalf. This effect ends on a target after 1 hour, if it takes any damage, if Loki attacks it, or if it witnesses Loki attacking or damaging any of its allies. Loki can use a bonus action on each of his turns to issue a one-word command to a creature charmed in this way which it obeys so long as the command is not directly harmful to itself.
Change Shape. Loki magically polymorphs into any creature he has seen, or back into his true form. He can choose to change a form’s size when he polymorphs into it. Any equipment he is wearing or carrying is absorbed by the new form. His statistics, other than his size, are the same in each form. The avatar reverts to its true form if it dies.
Invoke Duplicity (Recharges after a Short or Long Rest). Loki creates up to four perfect illusory duplicates of himself which each last for 1 minute or until destroyed. When he uses this ability, he gains 11 temporary hit points per duplicate he creates. If a duplicate is destroyed while he still has any of these temporary hit points remaining, he loses 11 temporary hit points. Each duplicate has 22 AC, 1 hit point, and immunity to all damage except radiant damage. Any spell or effect that targets a creature can target a duplicate. Each illusion appears in an unoccupied space that Loki can see within 30 feet of himself. As a bonus action on his turn, Loki can move each illusion up to 30 feet to a space he can see, but it must remain within 120 feet of him.
For the duration, Loki can cast spells as though he were in the illusion's space, but he must use his own senses. Additionally, when both Loki and his illusion are within 5 feet of a creature that can see the illusion, Loki has advantage on attack rolls against that creature, given how distracting the illusion is to the target.
When Loki casts a spell targeting himself, he can also cause it to target any number of his duplicates.
Skye Rune (2/day). If a ranged weapon attack misses Loki, he can cause the attack to target a creature of his choice he can see within 30 feet of himself, using the same attack roll.
Loki can take 3 legendary actions, choosing from the options below. Only one legendary action option can be used at a time and only at the end of another creature's turn. Loki regains spent legendary actions at the start of his turn.
Hurl Missile. Loki makes a rock attack.
Move. Loki moves up to half his speed.
Fling (Costs 2 Actions). Loki makes an attack with his morningstar. On a hit, he pushes the target up to 60 feet away from him horizontally or vertically in a direction of his choice.
Spell (Costs 2 Actions). Loki casts a spell using his Innate Spellcasting trait.
