Necrotic Touch. Melee Weapon Attack: +2 to hit, reach 5 ft., one creature. Hit: 9 (2d6 + 2) necrotic damage. 

Baleful Screech. The Apathy releases a horrid scream that drains the will of those nearby. This has no effect on constructs or undead. All other creatures within 30 feet of it must make a DC 13 Wisdom saving throw. On a failure, a creature gains one level of exhaustion. If a creature reaches 6 levels of exhaustion from this effect they do not die, instead they become stunned as they completely loose the will to continue. A creature can only gain one level of exhaustion per round from this ability.

A creature can fully recover from exhaustion gained from this ability by taking a short or long rest at least 500 ft. from any Apathy.

Description

The Apathy are horrific creatures that feed on the vitality and will of living creatures. Native to the Shadowfell, The Apathy appear as tall, impossibly gaunt humanoids with abnormally elongated limbs and dark-ash skin. 

The Apathy feed on the vitality of living things, though they can go centuries without, and are particularly attracted to sentient creatures. Curiously, The Apathy are not inclined to directly attacking settlements, preferring to nest near or under them and feed on their vitality by mere proximity. The presence of a sufficient number of Apathy near a settlement can cause a malaise or depression to fall over the unfortunate location, there are even rare accounts of entire towns being found dead in their beds from the torpor brought on by the creatures.

While not naturally inclined to direct violence, when confronted The Apathy are extraordinarily dangerous as their ability to drain will and vitality becomes more potent with proximity. More than one brave soul has sought to save a town from The Apathy only to end up collapsed on the ground waiting for death, unable to muster the will to resist.
