Amphibious. The dragon can breathe air and water.
Legendary Resistance (3/Day). If the dragon fails a saving throw, it can choose to succeed instead.
Fins Aren't For Flying. The Reef Dragon's wings aren't built for taking to the air, but they do allow the dragon to glide. As part of its movement the dragon can jump or launch itself out of water, reaching 20ft high or 60ft high respectively, and it's wings allow it to descend 10ft per turn.
Multiattack. The dragon can use its Frightful Presence. It then makes three attacks: one with its bite and two with its claws.
Bite. Melee Weapon Attack: +15 to hit, reach 15 ft., one target. Hit: 18 (2d10 + 7) piercing damage and begins to bleed. A bleeding target takes 4 (1d6) piercing damage at the beginning of its turn. Regaining any hit points stops the bleeding.
Claw. Melee Weapon Attack: +15 to hit, reach 10 ft., one target. Hit: 21 (4d6 + 7) slashing damage.
Tail. Melee Weapon Attack: +15 to hit, reach 20 ft., one target. Hit: 16 (2d8 + 7) bludgeoning damage plus 5 (1d8) poison damage.
Frightful Presence. Each creature of the dragon's choice that is within 120 feet of the dragon and aware of it must succeed on a DC 19 Wisdom saving throw or become frightened for 1 minute. A creature can repeat the saving throw at the end of each of its turns, ending the effect on itself on a success. If a creature's saving throw is successful or the effect ends for it, the creature is immune to the dragon's Frightful Presence for the next 24 hours.
Reef Breath (Recharge 5–6). The dragon exhales a torrent of water, sand and broken coral in a 90-‐foot cone. Each creature in that area must make a DC 22 Constitution saving throw, taking 39 (11d6) bludgeoning damage and 39 (11d6) piercing damage on a failed save, or half as much damage on a successful one.
Mist Shroud. As an action, the Reef Dragon can create a wave of mist/fog that extends in a radius of 40ft. It heavily obscures the area, and lasts there for 5 rounds unless dispelled by strong winds.
The dragon can take 3 legendary actions, choosing from the options below. Only one legendary action option can be used at a time and only at the end of another creature's turn. The dragon regains spent legendary actions at the start of its turn.
Detect. The dragon makes a Wisdom (Perception) check.
Tail Attack. The dragon makes a tail attack.
Wing Attack (Costs 2 Actions). The dragon beats its wings. Each creature within 15 feet of the dragon must succeed on a DC 23 Dexterity saving throw or take 14 (2d6 + 7) bludgeoning damage and be knocked prone. The dragon can then move up to half its swimming speed or launch itself 30ft into the air.
Description
The elusive Reef Dragon is one of the oceans true forces of nature. With little regard for its Chromatic and Metallic cousins dealings, it makes its home amongst the coral reefs along coastlines and concerns itself with guarding and caretaking the most beautiful sections. Often turning sunken shipwrecks into its lair it will collect treasures lost to the water, the shiniest of shells and even pretty fish which it encourages to live around its abode.
