Description
Belial is known as the lord of the fourth and the lord of pain and suffering. Belial currently is in a very precarious position within the hells politics. He used to be the sole ruler of the fourth layer of hell known as Phlegethos, but he now is partly ruling after stepping down because of the events in the reckoning an eon or two ago. Now his daughter Fierna rules the throne but he still controls most of the powers behind the throne as the mastermind. He was granted shared rulership with his daughter by Asmodeus and now rules mostly within the courts as head judge.
Belial is as much a devil as they come being manipulative and very cunning seeking any way to ruin any mortal he can via subtle means. He doesn't outwardly show his sick vices and takes his tasks very seriously completing job or task within a very good time frame to impress others.
Belial is the most handsome of the archdevils some would say, appearing as an impressively built, 10 ft (3 m) tall figure of masculine beauty. He is tall, dark and sensual, practically oozing carnality through the regal garments that cling to his body in such a way as to promise pleasure and further his libidinous image.
Lair and Lair Actions
On initiative count 20 (losing all initiative ties), Belial can use one of his lair action options. He can’t do so while incapacitated or otherwise unable to take actions. If surprised, he can’t use one until after his first turn in the combat.
- Hellfire; The area becomes engulfed in hellfire which effects all creatures (except Fierna and Belial) even those immune to fire with full damage. Hellfire causes 6d10 fire damage as well as 1d10 fire damage each round for a number of rounds equal to your caster level. Any creature standing within 5 ft. of the target must make a Dexterity saving throw. On a failure, they take 5d10 fire damage but do not receive damage fallout each round. On a success, they take half damage. Any flammable objects within the the realm AoE become ignited. This effect is considered as a non-fire effect for the purpose of ignoring fire resistance and fire immunity.
