Legendary Resistance (3/Day): If Admiral Dullahan fails a saving throw, he can choose to succeed instead.

Warrior Knowledge (Recharges after a Short Rest): When a creature makes an attack against the Admiral, he can make a wisdom saving throw, and whatever number he rolls, he can add to his AC, and parry the attack.

Actions

Multiattack: The Admiral can use his Frightful Presence. It can then make four attacks using The Negotiator, or two Tusk attacks.

Frightful Presence. Each creature of Admiral Dullahan's choice that is within 120 feet of him and aware of it must make a DC 16 Wisdom Saving Throw or be frightened for 1 Minute. A creature can repeat this saving throw at the end of each of its turns, ending the effect on itself on a success. If a creature's saving throw is successful or the effect ends for it, the creature is immune to the Admiral's Frightful Presence for the next 24 Hours.

Tusk: Melee Weapon Attack: +7 to hit, reach 5 ft., 1 target. Hit: 7 (1d12 + 5) bludgeoning damage. 

The Negotiator: Ranged Weapon Attack: +10 to hit, range 30/120 ft., 3 targets. Hit: 16 (2d12+ 5) piercing damage.

Legendary Actions

Admiral Dullahan can take 3 Legendary Actions, choosing from the options below. Only one Legendary Action option can be used at a time, and only at the end of another creature's turn. The Admiral regains spent Legendary Actions at the start of his turn.

Tusk (Cost 1 Action). Admiral Dullahan can make one Tusk Attack.

Negotiator's Reckoning (Cost 2 Actions). Admiral Dullahan can make two attacks with his Negotiator Cannons.

Complete Ignition (Costs 3 Actions). Every creature within 120 feet of the Admiral's Negotiator must make a DC 16 Dexterity (Acrobatics) check, or take 5d12 Bludgeoning Damage.

Description

Dullahan Morrigan is a loxodon who serves as one of the Legendary Four Admirals of Newgrove. He is one of the only sympathetic Admirals, but it isn't really saying much as he is said to be just as cruel and ruthless as his fellow Admirals, and even more so, said to hold a grudge even longer than the Grand Admiral Zeniam Radamunk himself. Ironic, as Zeniam is a Lich who has lived for hundreds of years on end with no limit to his malice. The Admiral has suffered many injuries over his countless years of battle, with many scars and wounds, alongside an eyepatch he gained from killing the Green Dragon Bleeviror after she had take his eye. Afterward, he became a cunning strategist and warlord, unmatched by anyone in combat for is incredible ability to predict moves before they even hit him. In other words, he is not someone to test, and as the saying goes: a loxodon never forgets, and neither does this Admiral with a disdain for dragons and their kin.
