Shapechanger. The weregoat can use its action to polymorph into a goat-humanoid hybrid or into a goat, or back into its true form, which is humanoid. Its statistics, other than its AC, are the same in each form. Any equipment it is wearing or carrying isn't transformed. It reverts to its true form if it dies.

Charge (Goat or Hybrid Form Only). If the weregoat moves at least 20 feet straight toward a target and then hits it with its ram on the same turn, the target takes an extra 5 (2d4) bludgeoning damage. If the target is a creature, it must succeed on a DC 12 Strength saving throw or be knocked prone.

Sure-Footed. The weregoat has advantage on Strength and Dexterity saving throws made against effects that would knock it prone.

Innate Spellcasting. The weregoat's innate spellcasting ability is Wisdom (spell save DC 13, +5 to hit with spell attacks). It can innately cast the following spells:

Actions

Multiattack. The weregoat makes two melee weapon attacks, only one of which can be with its bite.

Bite (Goat of Hybrid Form Only). Melee Weapon Attack: +4 to hit, reach 5 ft., one target. Hit: 4 (1d4 + 2) piercing damage. If the target is a humanoid, it must succeed on a DC 11 Constitution saving throw or be cursed with weregoat lycanthropy.

Ram (Goat or Hybrid Form Only). Melee Weapon Attack: +4 to hit, reach 5 ft., one target. Hit: 7 (2d4 + 2) bludgeoning damage.

Quarterstaff (Humanoid or Hybrid Form Only). Melee Weapon Attack: +4 to hit, or +5 to hit with shillelagh, reach 5 ft., one target. Hit: 5 (1d6 + 2) bludgeoning damage, or 6 (1d8 + 2) bludgeoning damage if used with two hands, or 7 (1d8 + 3) bludgeoning damage with shillelagh.

Description

Children's stories say that when the first druids stepped out of the forests and communed with beasts of the land, the first animals they sought wisdom from was the proud goat. In lewder versions of these same tales, such companionship led to the first shapechangers: the often misunderstood, weregoat. 

Weregoats are illusive by nature, making their homes in sparsely populated countryside and lonely moors. While it is known that such beings still walk the wild places, acting as shepherds to wild creatures and occasionally helping common folk who manage to lose themselves in the woods, little else can be said with any surety. A druid grove in Northern Faerun claims to hold regular council with a small tribe of weregoats. A ranger of Saltmarsh swears she was rescued and subsequently seduced by a woman she says turned into a goat by the light of the moon. Meanwhile rumours of strange beasts temporarily taking up residence in a farmer's pasture for one reason or another are only too common.

Officially, weregoats are among the rarest shapechangers to encounter, with rumoured sightings occurring a few times a year at most. Some scholars believe that this may not be an accurate representation of weregoat numbers, but simply a result of their aloof disposition, and the social camouflage that naturally comes when cohabitating with herd animals. 

Weregoats are larger and more heavily muscled than your average goat, with more impressive horns and a stare that's said to unnerve shepherds who seem too inquisitive. If you find such a beast in your fields one day, chances are, it's a weregoat looking to socialise. If you find it disappears after a few days, and suddenly half your flock is expecting new kids, then you can be pretty sure.
