Legendary Resistance (3/Day). If the dragon fails a saving throw, it can choose to succeed instead.
Multiattack. The dragon can use its Frightful Presence. It then makes three attacks: one with its bite and two with its claws.
Bite. Melee Weapon Attack: +12 to hit, reach 15 ft., one target. Hit: 18 (2d10 + 7) piercing damage.
Claw. Melee Weapon Attack: +12 to hit, reach 10 ft., one target. Hit: 14 (2d6 + 7) slashing damage.
Tail. Melee Weapon Attack: +12 to hit, reach 20 ft., one target. Hit: 16 (2d8 + 7) bludgeoning damage.
Frightful Presence. Each creature of the dragon's choice that is within 120 feet of the dragon and aware of it must succeed on a DC 17 Wisdom saving throw or become frightened for 1 minute. A creature can repeat the saving throw at the end of each of its turns, ending the effect on itself on a success. If a creature's saving throw is successful or the effect ends for it, the creature is immune to the dragon's Frightful Presence for the next 24 hours.
Breath Weapons (Recharge 5–6). The dragon uses one of the following breath weapons.
Hydro-Jet Breath. The dragon exhales a pressurized stream of water in a 90- foot line that is 5 feet wide. Each creature in that line must make a DC 19 Dexterity saving throw, taking 12d10 piercing damage on a failed save, or half as much damage on a successful one. These jets of water count as magical damage
Dominating Scream. The dragon releases a piercing scream of psychic energy in a 60-foot cone, issuing a commanding word.. Each creature in that area must succeed on a DC 19 Wisdom saving throw. On a failed save, the creature must do as the command says, the effects of which lasts until the end of the dragon's next turn. On a success, the target takes 4d10 psychic damage.
The dragon can take 3 legendary actions, choosing from the options below. Only one legendary action option can be used at a time and only at the end of another creature's turn. The dragon regains spent legendary actions at the start of its turn.
Tail Attack. The dragon makes a tail attack.
Hydro Flush. The dragon releases a pulse of high pressure water from its scales. All targets within 15 feet of it must make a DC 19 strength saving throw or be thrown back 15 feet, taking 2d4 bludgeoning damage and being knocked prone. On a success, the target is only knocked back.
Wing Attack (Costs 2 Actions). The dragon beats its wings. Each creature within 10 feet of the dragon must succeed on a DC 20 Dexterity saving throw or take 14 (2d6 + 7) bludgeoning damage and be knocked prone. The dragon can then fly up to half its flying speed.

"Today I witnessed a breathtaking sight. Towering over the trees and shaking the ground underfoot, was the blue-plated titan of this land. The Cobalt Dragon. The entire campsite was rendered dumb in awe as it passed. Its head swayed high in the air, gazing down at us with stern, gleaming eyes. I was reminded of my childhood then. Of a father looking down on a small child. It watched us for a moment, then carried on about its business. It was a full 10 minutes after it left that we finally started moving again. In my heart, I wished to follow it, to pick at that mind that lay behind those eyes. Towering above even the sauropods of Nova'tar, the Cobalt dragon is the largest traditional breed of dragon ever recorded on the planet. Standing around 40 feet in height on average, these colossal titans roams the forests and rolling hills of Mid Nova'tar; sentinels of the plains. This size can be contributed to their omnivorous diet that consists primarily of entire trees, though is supplemented by meat when possible. Their minds are unique too; possessing sharp intellects that can compute problems and think faster than most other creatures. Because of this, they are shockingly sharp-witted, and quick-thinking despite their monstrous size. To complement this size, they possess a unique form of breath attack. Taking in massive amounts of water, Cobalt dragons can then expel the water in a concentrated jet, powerful enough to slice through metal and punch through stone. They'll often use this ability to carve out embankments and shallow caverns to nest in, or to efficiently kill enemies or prey.
Along with their size, Cobalt dragons can be identified by their glimmer, navy blue metallic scales, which glimmer in the sun. On their head, they sport a large, forward-facing horn, not unlike a Blue Dragons, though more jagged and robust. Also, unlike other dragons, they walk on their wings instead of their forearms, sporting a unique upright posture with their shoulders and heads held high, leaving their hands free to grasp and hold. While they are capable of flight, they much prefer to walk across the ground.
