Spellcasting. The Adept Necromancer is a 9th-level spellcaster. Its spellcasting ability is Intelligence (spell save DC 15, +7 to hit with spell attacks). The Adept Necromancer has the following wizard spells prepared:
Cantrips (at will): chill touch, mending, mage hand, acid splash
1st level (4 slots): false life, mage armor, bane, ray of sickness
2nd level (3 slots): blindness/deafness, ray of enfeeblement, Acid arrow
3rd level (3 slots): vampiric touch, bestow curse, blink
4th level (2 slots): blight, stoneskin
5th level (1 slot): cloudkill
Raise Dead (Recharge 2d6 turns). The necromancer creates 2 skeletons or zombies occupying spaces within 30 ft of him, and may command these raised dead with bonus actions each turn.
Withering Touch. Melee Spell Attack: +7 to hit, reach 5 ft., one creature. Hit: 8 (2d4 + 3) necrotic damage
Description
An Adept Necromancer has dedicated their life to the power and control of the undead, and typically will lead a group of zombies, skeletons, wights, and the like. They aren't quite at the level of some of the more experienced of their kind, but just the thought of surpassing them keeps the Adept hard at work in their crypts.

Why in Gods diddly dongle dose he not have Animate Dead?
Perhaps he/she thought it was redundant with the Raise Dead ability, which does pretty much the same thing. Just a thought.
