Legendary Resistance (3/Day). If The Primordial fails a saving throw, she can choose to succeed instead.
Divine Weapons. The Primordial's attacks are magical. When she hits with any weapon, the weapon deals an extra 6d8 radiant damage (included in the attack).
Divine Awareness. The Primordial knows if she hears a lie.
Innate Spellcasting. The Primordial's spellcasting ability is Charisma (spell save DC 27, +19 to hit with spell attacks). The planetar can innately cast the following spells, requiring no material components:
At will: counterspell, true resurrection, mass healing word (self only)
3/day each: true polymorph, meteor swarm, flame strike, raise dead
1/day each: power word kill
Magic Resistance. The Primordial has advantage on saving throws against spells and other magical effects.
Multiattack. The Primordial can use her Divine Presence. She then makes three melee attacks: two with Chekov's Sword, and one Paper Swarm. She can use Fourth Wall instead of Paper Swarm.
Chekov's Gun Sword. Melee Weapon Attack: +19 to hit, reach 5 ft., one target. Hit: 29 (4d10 + 7) slashing damage plus 22 (5d8) radiant damage.
Paper Swarm. Ranged Weapon Attack: +19 to hit, reach 10ft., one target. Hit: 22 (4d10) slashing damage.
Fourth Wall. Melee Weapon Attack: +19 to hit, reach 10 ft., one target. Hit: 44 (6d12 + 5) slashing damage. If the target is a creature, it is grappled (escape DC 20). The target is encased in four walls of paper, each with AC 12 and 30 hit points, and with a vulnerability to fire. Until this grapple ends or all four walls are destroyed, the target is restrained, and The Primordial can't use Fourth Wall on another target.
Sky Beam (recharge 4-6). RangedWeapon Attack: +19 to hit, range 120/360 ft., 2 targets. Hit: 43 (6d10 + 10) radiant damage, plus 32 (4d10 + 10) force damage. Targets must make a DC 17 DEX saving throw or be knocked prone
Deus ex Machina (4/Day). The Primordial touches another creature. The target magically regains 30 (6d8 + 3) hit points and is freed from any curse, disease, poison, blindness, or deafness.
Divine Presence. Each creature of The Primordial's choice within 120 feet of her and aware of her must succeed on a DC 17 Wisdom saving throw or become [condition]frightened[\condition] for 1 minute. A creature can repeat the saving throw at the end of each of its turns, with disadvantage if she is within line of sight, ending the effect on itself on a success. If a creature's saving throw is successful or the effect ends for it, the creature is immune to The Primordial's Divine Presence for the next 24 hours.
The Primordial can take 3 legendary actions, choosing from the options below. Only one legendary action option can be used at a time and only at the end of another creature's turn. She regains spent legendary actions at the start of her turn.
Attack. The Primordial makes one Sword attack or Paper Swarm attack.
Cast a Spell. The Primordial casts one of her spells.
Move. The Primordial moves up to half her speed.
Recharge Sky Beam (Costs 2 Actions). The Primordial recharges her Sky Beam.
