Traits

Keen Smell. The cat has advantage on Wisdom (Perception) checks that rely on smell.

Headband of Intellect. This cat has attuned with this magic item. It has an intelligence score of 19 that is reduced to 4 if it is ever separated from the headband for more than 24 hours or if another creature attunes to it.

Innate Psionic. The cat can tap into it's latent psychic ability due to his high intelligence. The cat starts with 24 Psionic charges, these charges can be expended to perform various actions. Recover 3d6 charges whenever Artemis take a short or long rest.

Levitation. The cat has a fly speed of 30ft thanks to its telekinesis but can go no higher than 20ft upwards.

 Telepathy. Can be used to read surface level thoughts or communicate with any willing  creature near Artemis.

Actions

Claws. Melee Weapon Attack: +3 to hit, reach 5 ft., one target. Hit: 1d4+3 slashing damage.

Psychic Barrier. As an action, Artemis can expend any number of psionic charges to erect a barrier of force that repels attacks for up to 1 minute or until attacked. While this barrier is active, add half the number of psionic charges expended rounded down plus his intelligence modifier to his AC.

 Invisible Slap. Expends two Psionic Charges. Ranged Weapon Attack: +9 to hit, range 60/120 ft., one target. Hit: 24 (3d10 + 7) psychic damage. If the target is a creature, it must succeed on a DC 15 Strength saving throw or be knocked proneAn invisible, giant hand made of pure psionic energy appears and slaps a creature across the face.

Psychic Hold. Expends 3 Psionic Charges. One target creature of large size or less. That creature may attempt to make a contested skill check of their Strength vs Artemis' Intelligence when this skill is used or at the end of each of their turns they are in Artemis' grasp. If that creature fails, Artemis now has that creature in his grasp and it is considered restrained. Artemis may use his action to move the creature in any direction up to 30 feet.

Manipulate/Hold Object. Expends five psionic charges. Target an object that weighs no more than 2000 pounds, it becomes locked in place and cannot be moved except by by a creature making a DC 15 Strength check against it. OR you can move that object up to 60ft in any direction.

Summon Butler. This ability functions like mage hand except that it takes the form of a snooty butler named Reginald. Does not take any psionic charges to perform.

Mind Syphon. Artemis exerts himself more than he is comfortable with, as an action he can take damage in any multiple 2 and gains half that many psionic charges. This damage is irreducible.

Force Wave. Expends 3 Psionic Charges. Each creature in a 15ft cone from Artemis must make a DC 15 Constitution check or be pushed back up to 20ft from their current position.

Mind Control. Expends 12 Psionic Charges. Target creature must make a Constitution saving throw (DC 15) or be under Artemis' control entirely during their turn. This lasts until Artemis is damaged or uses another skill.

Bonus Actions

Mystic Safeguard. As a bonus action, Artemis can expend two psionic charges to form a small mist around himself that provides him half cover.

Reactions

Inverse World. If this cat sees a creature being affected by a spell or action that would cause the targeted creature to regain hit points, or if an action or spell would cause an abnormal status condition, the cat can use its reaction to expend six psionic charges to make those actions or spells do nothing instead.
