Arcane Eyes. The dragon has glowing blue eyes that shed either dim light in a 5-foot radius, or bright light in a 15-foot radius and dim light for an additional 15 feet. It can switch between the options as an action. The dragon can detect the presence of magic within any area affected by the light, they can sense a faint aura around all creatures and objects that bear magic, and learn its school of magic if any.

Burst Stream (1/day). When the dragon uses its Stream of Destruction it can change the area of effect to become a 90ft. cone.

Magic Resistance. The dragon has advantage on saving throws against spells and other magical effects.

Telepathic Bond. While the dragon is on the same plane of existence as its master, it can magically convey what it senses to its master, and the two can communicate telepathically.

Actions

Multiattack. The dragon can make three attacks: one with its bite and two with its claws.

Bite. Melee Weapon Attack: +14 to hit, reach 10 ft., one target. Hit: 19 (2d10 + 8) piercing damage plus 7 (2d6) force damage.

Claw. Melee Weapon Attack: +14 to hit, reach 5 ft., one target. Hit: 15 (2d6 + 8) slashing damage.

Tail. Melee Weapon Attack: +14 to hit, reach 15 ft., one target. Hit: 17 (2d8 + 8) bludgeoning damage.

Stream of Destruction (Recharge 5-6). The dragon exhales a light-blue ray in a 90-foot line that is 5 ft. wide. Each creature in that line must make a DC 21 Dexterity saving throw, taking 66 (12d10) force damage on a failed save, or half as much damage on a successful one. If this damage reduces the target to 0 hit points, it is disintegrated alongside anything it is wearing and carrying, except magical items.

Description

Created by powerful arcanists in a time since forgotten, the arcane dragon, also known as the blue-eyed dragon is a living creature that resembles a beast more so than a dragon, it possesses nearly every trait of a dragon except they have no will of their own; only wishing to serve their current master. Only three arcane dragons are currently known to exist, but in a time when they were abundant, they served as guardians of magical treasures, and as steeds for battlemages.

Scroll of Command. Each dragon is bound to a scroll upon creation, a creature that attunes to the scroll and speaks the command word gains immediate control over the dragon and forms a telepathic bond with it.

Bound Servant. Some ancient mages discovered a way to easily summon and command an arcane dragon, by imprisoning it in its scroll. Using the dragon's magic scroll, a mage could call the dragon from a demi-plane to serve until dismissed or destroyed. This allowed for the ancient mages to have a flying mount and powerful defender summoned on command.
