Traits

Flyby. The eagle doesn't provoke an opportunity attack when it flies out of an enemy's reach.

Harry. The Beast Bondmaster can use a bonus action to designate one creature within 5 ft. of the eagle as the eagle's Harry Target. Whenever the eagle makes an opportunity attack against its Harry Target, if the attack hits, the Harry Target's speed is reduced to 0 until the end of the current turn. The eagle will continue to Harry the target until the target dies, the eagle is incapacitated, or the Beast Bondmaster uses another bonus action to change the the eagle's Harry Target.

Pack Tactics. The eagle has advantage on attack rolls against a creature if one of the eagle's allies (including the Beast Bondmaster) is within 5 ft. of the target and the ally isn't incapacitated.

Actions

Talons. Melee Weapon Attack: +4 to hit, reach 5 ft., one target. Hit: 1d6 + 2 slashing damage.

Pounce. The Beast Bondmaster can expend one Loyalty Die and use a bonus action on the Beast Bondmaster's turn to direct the eagle to pounce on its Harry Target. The eagle flies up to its speed in a straight line towards its Harry Target. If it ends the movement within 5 ft. of its Harry Target, it makes a melee weapon attack against it. If the eagle flies at least 10 ft., the attack has advantage. If the attack hits, add the Loyalty Die to the attack's damage roll.

Lure. If the eagle is within 5 ft. of its Harry target, the Beast Bondmaster can expend one Loyalty Die and use a bonus action on the Beast Bondmaster's turn to direct the eagle to move 5 ft. away from its Harry Target. This movement does not provoke attacks of opportunity. The eagle's Harry Target must make a DC 13 Wisdom saving throw or move into the eagle's vacated space.

If the Harry Target fails the save, after its movement, the eagle may make a melee weapon attack against it. If the attack hits, add the Loyalty Die to the damage roll.

Second Wind. The eagle gains its own Second Wind. On the Beast Bondmaster's turn, the Beast Bondmaster can use a bonus action to cause the eagle to use its Second Wind, regaining hit points equal to 1d8 + the Beast Bondmaster's fighter level. Once the eagle uses this feature, it must finish a short or long rest before it can use it again. This is in addition to your the Beast Bondmaster's Second Wind ability, and both can be used once per short rest.
