Amphibious. The hag can breathe air and water.
Shapechanger. Baba Rialga can use an action to polymorph into a swarm of insects (wasps), or back into her true form. While in swarm form, she has a walking speed of 5 feet and a flying speed of 30 feet. Anything she is wearing transforms with her, but nothing she is carrying does. If reduced to 0 hit points while in swarm form, any excess damage carries over to her normal form. As long as the excess damage doesn't reduce the creature's normal form to 0 hit points, she isn't knocked unconscious.
Dark Bargain. Every new moon, Baba Rialga is able to grant a single wish as if she cast the wish spell. To do so, she must make a bargain in blood by slicing her palm and the wisher's and shaking hands after negotiating the pact. Should the wisher not follow through on their end of the bargain, Baba Rialga is able to tap into her blood pacts to know a wisher's location, communicate with them telepathically, and cast spells centered on the wisher. When casting wish in this way, Baba Rialga does not suffer the typical stress associated with its casting.
Ancient Secrets. Baba Rialga is shielded against divination magic, as though protected by a nondetection spell.
Spellcasting. Baba Rialga is an 18th-level spellcaster. Her spellcasting ability is Wisdom (spell save DC 17, +9 to hit with spell attacks). The hag can cast hex, major image and detect thoughts at will and has the following druid spells prepared:
Cantrips (at will): druidcraft, produce flame, control flames, primal savagery, minor illusion
1st level (4 slots): absorb elements, fog cloud, entangle, faerie fire
2nd level (3 slots): spike growth, hold person, animal messenger
3rd level (3 slots): conjure animals, speak with plants, tidal wave
4th level (3 slots): blight, hallucinatory terrain, polymorph, giant insect, grasping vine
5th level (3 slots): scrying, insect plague, contagion, awaken
6th level (1 slot): transport via plants
7th level (1 slot): mirage arcane
8th level (1 slot): antipathy/sympathy
9th level (1 slot): true resurrection
Mimicry. The hag can mimic animal sounds and humanoid voices. A creature that hears the sounds can tell they are imitations with a successful DC 16 Wisdom (Insight) check.
Multiattack. Baba Rialga makes three attacks with her quarterstaff or two with her claws.
Claws. Melee Weapon Attack: +6 to hit, reach 5 ft., one target. Hit: 13 (2d8 + 4) slashing damage.
Quarterstaff. Melee Weapon Attack: +8 to hit, reach 5 ft., one target. Hit: 7 (1d6 + 4) bludgeoning damage, or 8 (1d8 + 4) bludgeoning damage if wielded with two hands.
Illusory Appearance. The hag covers herself and anything she is wearing or carrying with a magical illusion that makes her look like another creature of her general size and humanoid shape. The illusion ends if the hag takes a bonus action to end it or if she dies.
The changes wrought by this effect fail to hold up to physical inspection. For example, the hag could appear to have smooth skin, but someone touching her would feel her rough flesh. Otherwise, a creature must take an action to visually inspect the illusion and succeed on a DC 20 Intelligence (Investigation) check to discern that the hag is disguised.
Invisible Passage. The hag magically turns invisible until she attacks or casts a spell, or until her concentration ends (as if concentrating on a spell). While invisible, she leaves no physical evidence of her passage, so she can be tracked only by magic. Any equipment she wears or carries is invisible with her.
