Special Equipment. Vulkaran weilds a Defender longsword called 'Violator', a Belt of Storm Giant Strength, and a Cloak of Displacement.
Petrifying Gaze. When a creature that can see Vulkaran's eyes starts its turn within 30 feet of Vulkaran, Vulkaran can force it to make a DC 14 Constitution saving throw if Vulkaran isn't incapacitated and can see the creature. If the saving throw fails by 5 or more, the creature is instantly petrified. Otherwise, a creature that fails the save begins to turn to stone and is restrained. The restrained creature must repeat the saving throw at the end of its next turn, becoming petrified on a failure or ending the effect on a success. The petrification lasts until the creature is freed by the greater restoration spell or other magic.
Unless surprised, a creature can avert its eyes to avoid the saving throw at the start of its turn. If the creature does so, it can't see the medusa until the start of its next turn, when it can avert its eyes again. If the creature looks at the medusa in the meantime, it must immediately make the save.
Multiattack. Vulkaran makes three melee attacks.
Violator. Melee Weapon Attack: +8 to hit, reach 5 ft., one target. Hit: 6 (1d8 + 2) slashing damage. If the defending creature is of Lawful Good Alignment, they take damage as if the attack was a critical hit.
Description
Vulkaran, Master of the Twelve Spheres and self-entitled “Ruler of All Known Space”, was the emperor of the Vodoni Empire, an Empire that spanned 12 crystal spheres. He ruled for centuries, having entrapped all of the gods of his world into the Eye of The Gods, an item whose original intention, was to help gods safely traverse through crystal spheres.
He is a Maedar, a male equivalent to a Medusa. They normally are born without there eye-gaze ability, however a rare few are, so not many know he has such an ability, and he likes to keep it secret. He had grey skin, bald head, and toned build, like a gladiator in their prime.
He is the epitome of Megalomania. He is obsessed with power and victory, and control just under. He is very well known for never being in a fair fight, and any fair fight he is in, isn't fair for very long.
