Traits

Immutable Form. The Weeping Angel is immune to any spell or effect that would alter its form.

Quantum-Locked. A Weeping Angel exists in two forms, Living Creature (while visually unobserved), and Stone Statue (while visually observed). While in Stone Statue form, it is considered a Inanimate Stone Statue and is not a living creature for the purpose of any detection spells or abilities. While in Living Creature form, it registers as a living creature and can move and make attacks as normal.

Partial Indestructability. While in Stone Statue form, a Weeping Angel cannot be killed. It can be shattered into pieces, and when next visually unobserved, will immediately reform. Any pieces not within 5 ft will teleport back to the Weeping Angel, regardless of where it currently is. While in Living Creature form, it can be killed. A dead Weeping Angel, when observed, permanently reverts to its Stone Status form.

Magic Resistance. The Weeping Angel has advantage on saving throws against spells and other magical effects while visibly unobserved, and disadvantage when observed.

Magic Weapons. The Weeping Angel's natural weapon (Claw) attacks are magical.

Actions

Multiattack. The Weeping Angel makes two attacks with it's claws, and on the first successful attack will attempt to use Time Drain.

Claw. Melee Weapon Attack: +6, reach 5 ft., one target. Hit: 10 (2d8 + 2)  slashing damage.

Time Drain. Once per turn on a successful Claw attack, the Weeping Angel can inflict a time-based sickness on the target. On a failed DC 15 Constitution Saving Throw, The target becomes effected by the spell Blink, as if they cast it themselves. At the beginning of a Weeping Angel's turn, for each creature it has affected by the Blink spell in this way, the Weeping Angel heals for 2d8.

Description

Weeping Angels, while observed, resemble a stone station of an angel, typically with it's hands covering it's eyes. When observed mid-attack, they appear to have long, sharp claws and sharp teeth, lunging at their victim.

They are long-lived creatures that, while visually unobserved, can move freely and attack unsuspecting victims. The creature feeds off a victim by stealing the creature's time energy.

When facing a Weeping Angel in combat, blinking one's eyes is often enough time for the creature to close the distance to attack it's victims.
