Amphibious. The dragon can breathe air and water.

Legendary Resistance (3/Day). If the dragon fails a saving throw, it can choose to succeed instead.

 

Actions

Multiattack. The dragon can use its Tyrant's voice. It then makes three attacks: one with its bite and two with its claws.

Bite. Melee Weapon Attack: +18 to hit, reach 15 ft, one target. on Hit: 27 (4d10 + 5) piercing damage.

Claw. Melee Weapon Attack: +18 to hit, reach 10 ft, one target. on Hit: 19 (4d6 +5) slashing damage.

Tail. Melee Weapon Attack: +18 to hit, reach 20 ft, one target. on Hit: 23 (4d8 + 5) bludgeoning damage.

Tyrant's voice. Urathar speaks using his enchanted voice and one creature that can hear must make a DC 18 Wisdom save or be charmed by Urathar for 3 hours. The creature can make another saving throw every time it takes damage. A creature with intelligence under 10 instantly fails

Breath Weapons [rollable](Recharge 5–6); The dragon uses one of the following breath weapons.

Mosaic Breath. Urathar exhales elemental energies in a 90-foot cone. Each creature in that area must make a DC 24 Dexterity saving throw, taking 110 (20d10) damage on a failed save, or half as much damage on a successful one. Urathar also take 28(5d10) damage every time he uses it. The damage type is determined per creature on the elemental table.

Elemental damage type. roll 1d4.

1=fire     2=lightning     3=acid    4=cold    

Change Shape. The dragon magically polymorphs into a humanoid or beast that has a challenge rating no higher than its own, or back into its true form. It reverts to its true form if it dies. Any equipment it is wearing or carrying is absorbed or borne by the new form (the dragon's choice).

In a new form, the dragon retains its alignment, hit points, Hit Dice, ability to speak, proficiencies, Legendary Resistance, lair actions, and Intelligence, Wisdom, and Charisma scores, as well as this action. Its statistics and capabilities are otherwise replaced by those of the new form, except any class features or legendary actions of that form.

Reactions

Tyrant's Rebuke: If a creature attempts to charm Urathar he can immediately use Tyrant's voice as a reaction and charm the creature instead. 

Legendary Actions

The dragon can take 3 legendary actions, choosing from the options below. Only one legendary action option can be used at a time and only at the end of another creature's turn. The dragon regains spent legendary actions at the start of its turn.

Detect. The dragon makes a perception check.

Tail Attack. The dragon makes a tail attack.

Distressing Howl. The Dragon screams with its enchanted vocal cords all creatures in that a 20ft radius must make a DC 24 Constitution saving throw, taking 23 (5d8) Thunder damage and 23 (5d8) physic damage on a failed save, or half as much damage on a successful one.

Description

A gigantic ancient dragon with torn wings and multicolored scales in what appears to be a mosaic formation. His face is massively disfigured having half of it burnt off reveling the skull underneath and there is similar damage along the neck. 

Lair and Lair Actions

The Tyrant Dragon’s Lair

The Tyrant Dragon makes its home in what most believe to be its tomb, a man-made labyrinthine cavern within the side of an ancient mountain.

Lair Actions

On initiative count 20 (losing initiative ties), the dragon takes a lair action to cause one of the following effects: the dragon can’t use the same effect two rounds in a row:

  • A blast of magical energy radiates through the Cavern, every creature in the cavern must make a DC 20 dexterity save or be covered in an outline of arcane light that produces a dim light for 20 ft, and any take roll made on affected creatures has advantage.
  • One creature the dragon can see within 120 feet of it is attack by a swarm of phantom devotees and must succeed on a DC 15 wisdom saving throw or take 14 (4d6) physic damage.

Regional Effects

The region containing the tyrant dragon’s lair is warped by the dragon’s magic, which creates one or more of the following effects:

  • All beast within a 5-mile radius of the cavern entrance are put under direct control of the dragon, the dragon can see through the beast's eyes and make direct actions for them. 
  • The weather around the mountain shifts to a roaring hailstorm, if a creature is exposed to the hail and isn't wearing heavy armor the creature takes 1d4+4 damage every minute they spend in the hail.
  • Organ music can be heard emanating from the cavern within a 5-mile radius of the entrance, the volume remains consistent regardless of distance until you leave the 5-mile radius

If the dragon dies, these effects end immediately.
