Angelic Weapons. Arkariel's weapon attacks are magical. When he hits with any weapon, the weapon deals an extra 4d8 radiant damage (included in the attack).
Innate Spellcasting. Arkariel's spellcasting ability is Charisma (spell save DC 19). The deva can innately cast the following spells, requiring only verbal components:
At will: light, thaumaturgy
1/day each: flame strike, daylight, crusader's mantle
Magic Resistance. The deva has advantage on saving throws against spells and other magical effects.
Multiattack. Arkariel makes two melee attacks.
The Dawnspear. Melee Weapon Attack: +12 to hit, reach 5 ft., one target. Hit: 8 (1d6 + 6) piercing damage plus 18 (4d8) radiant damage.
Infernal Sawed-Off. Ranged Weapon Attack: +9 to hit, range 15/60 ft., one target. Hit: 13 (2d8 + 3) piercing damage plus 18 (4d8) radiant damage. In addition, the target; as well as any creatures with 5 ft. must succeed on a DC 14 Dexterity saving throw or take 4 (1d8) fire damage.
Wrath of the Sun (1/Day). Arkariel throws the Dawnspear at a point he can see within 120ft, the weapon transforming into a beam of pure sunlight. Each creature in a line originating from Arkariel and ending at that point must make a DC 15 dexterity saving throw or take 5d12 radiant damage and be blinded for 1 minute or half as much damage on a successful save and are not blinded. Undead, Oozes and creatures with the Sunlight Sensitivity trait have disadvantage on this save. A blinded creature may make another constitution saving throw at the end of each of its turns, ending the effect on itself on a success.
If a target is in direct sunlight when they are hit by this ability, the amount of damage they take increases by 1d12. The sunlight ignites flammable objects in the area that aren't being worn or carried.
Healing Touch (5/Day). Arkariel touches another creature. The target magically regains 20 (6d8 + 6) hit points and is freed from any curse, disease, poison, blindness, or deafness.
Change Shape. Arkariel magically polymorphs into a humanoid or beast (that does not have a flying speed) that has a challenge rating equal to or less than its own, or back into its true form. It reverts to its true form if it dies. Any equipment it is wearing or carrying is absorbed or borne by the new form (the deva's choice).
In a new form, Arkariel retains his game statistics and ability to speak, but its AC, movement modes, Strength, Dexterity, and special senses are replaced by those of the new form, and it gains any statistics and capabilities (except class features, legendary actions, and lair actions) that the new form has but that it lacks.
Interception. When a creature Arkariel can see hits a target, other than himself, within 5 feet of him with an attack, he can use his reaction to reduce the damage the target takes by 1d10 + 6 (to a minimum of 0 damage).
