Legendary Resistance (3/Day). If the dragon fails a saving throw, it can choose to succeed instead.
Metamorphosed. The dragon is a rare variant of Sodium Dragon that was doused in a toxic gas. That gas happened to be Chlorine. This dragon is the result, no longer volatile to water, while still retaining many of the attributes of its former shape.
Multiattack. The dragon makes three attacks: one with its bite or tail and two with its claws.
Bite. Melee Weapon Attack: +14 to hit, reach 10 ft., one target. Hit: 19 (2d10 + 8) piercing damage plus 7 (2d6) fire damage.
Claw. Melee Weapon Attack: +14 to hit, reach 5 ft., one target. Hit: 15 (2d6 + 8) slashing damage.
Tail. Melee Weapon Attack: +14 to hit, reach 15 ft., one target. Hit: 17 (2d8 + 8) bludgeoning damage.
Absorb Moisture (Recharge 5–6). The dragon inhales to their lung's capacity, effecting every creature in a 60-foot cone. Each creature in that area must make a DC 18 Constitution saving throw, taking 39 (10d6) necrotic damage on a failed save, or half as much damage on a successful one. Those who fail the save have the moisture sucked from their bodies, adding one level of exhaustion.
The dragon can take 3 legendary actions, choosing from the options below. Only one legendary action option can be used at a time and only at the end of another creature's turn. The dragon regains spent legendary actions at the start of its turn.
Detect. The dragon makes a Wisdom (Perception) check.
Tail Attack. The dragon makes a tail attack.
Wing Attack (Costs 2 Actions). The dragon beats its wings. Each creature within 10 feet of the dragon must succeed on a DC 22 Dexterity saving throw or take 15 (2d6 + 8) bludgeoning damage and be knocked prone. The dragon can then fly up to half its flying speed.
Description
The result of smothering a Sodium Dragon in Chlorine gas. Salt dragons lose their good natured attitude, adopting a chaotic approach to life, and can no longer breathe fire, instead dealing necrotic damage due to their new, endless desire for water.
Their form pays homage to their original design, with massive wings and no visible horns. But instead of silver coloration, the dragon is now an opaque white, with clusters of salt rock growing on its body, giving it a very rough texture.

A Salt Dragon’s Lair
Salt Dragons make their layers as close to a source of freshwater as possible, using it to sate their now endless hunger for moisture brought on by their metamorphosis.
Regional Effects
The region containing a legendary salt dragon’s lair is warped by the dragon’s magic, which creates one or more of the following effects:
Unquenchable Thirst: It takes half as much time to become exhausted while within the range of a Salt Dragon's lair.
High Salt Content: Any stationary water sources within 6 miles of the Salt dragon's lair, save for its main source, is diluted with so much salt, that drinking from them can harm anyone who tries. Due to the high salt content, plant life is stunted to bare minimum, and most wildlife in the area are only those that can withstand salt poisoning.
If the dragon dies, these effects fade over the course of 1d10 days. The plant life will take a natural amount of time to regrow, but all water sources will lose their salt content within that time and become drinkable.
