Legendary Resistance (3/Day). If the dragon fails a saving throw, it can choose to succeed instead.

Tempestuous Aura. At the beginning of the dragon's turn, every creature within 30 feet of the dragon and that is not behind total cover must make a DC 19 Constitution saving throw. On a failure, they take 11 (2d10) lighting damage, as blue lightning arcs out from the dragon's body. On a success, creatures take half damage. Creatures that touch the dragon immediately take 11 (2d10) lightning damage and have disadvantage on the next saving throw they make against this ability within the next minute.

Tempestuous Nature. While in a stormcloud, the dragon regains 10 hit points at the beginning of each of the dragon's turns. Additionally, the dragon does not require air to survive.

Actions

Multiattack. The dragon can use its Frightful Presence. It then makes three attacks: one with its bite and two with its claws.

Bite. Melee Weapon Attack: +12 to hit, reach 10 ft., one target. Hit: 18 (2d10 + 7) piercing damage plus 11 (2d10) lightning damage.

Claw. Melee Weapon Attack: +12 to hit, reach 5 ft., one target. Hit: 14 (2d6 + 7) slashing damage plus 11 (2d10) lightning damage.

Tail. Melee Weapon Attack: +12 to hit, reach 15 ft., one target. Hit: 16 (2d8 + 7) bludgeoning damage plus 11 (2d10) lightning damage.

Frightful Presence. Each creature of the dragon's choice that is within 120 feet of the dragon and aware of it must succeed on a DC 17 Wisdom saving throw or become frightened for 1 minute. A creature can repeat the saving throw at the end of each of its turns, ending the effect on itself on a success. If a creature's saving throw is successful or the effect ends for it, the creature is immune to the dragon's Frightful Presence for the next 24 hours.

Tempestuous Breath (Recharge 5–6). The dragon exhales lightning in a 90-­foot line that is 5 feet wide. Each creature in that line must make a DC 19 Dexterity saving throw, taking 66 (12d10) lightning damage on a failed save, or half as much damage on a successful one. Creatures in this area must also make a DC 19 Constitution saving throw; on a failure, they take 11 (2d10) extra damage whenever they would take lightning damage for the next minute.

Legendary Actions

The dragon can take 3 legendary actions, choosing from the options below. Only one legendary action option can be used at a time and only at the end of another creature's turn. The dragon regains spent legendary actions at the start of its turn.

Detect. The dragon makes a Wisdom (Perception) check.

Tail Attack. The dragon makes a tail attack.

Blitz (Costs 2 Actions). The dragon blinks to another space in a flash of lightning. The dragon teleports to an unoccupied space within 60 feet. Creatures within 10 feet of this new space must succeed on a Constitution saving throw or take 11 (2d10) lightning damage.

Description

Before humanity was even close to crawling out of the water, dragons ruled the world. Many more types of dragons existed than exist now, and one of these many dragon types was the Tempest Dragon. When a blue dragons' egg is struck by lightning in the moment that it hatches, it becomes a Tempest Dragon.

Tempest Dragons are infused with lighting completely. It crackles against their skin constantly, spilling from their mouth and eyes. They make their home in the clouds, swimming among the thunder and lightning on their vast wings. Their legs are withered and small from disuse, and they have difficulty walking along the ground.

Tempest Dragons are intelligent, but they only possess an animal's ability to express this. They do not speak, and only fight when protecting themselves or their favorite spot in the clouds.
