Special Equipment. Ahtira wields the Hammer of the Deep Fire. It is a magical maul that has the following properties:
- While wielding this hammer, Ahtira has resistance to Bludgeoning, Slashing, and Piercing damage, as well as immunity to Fire damage.
- Ahtira gains a +3 bonus to attack and damage rolls made with this maul
- When Ahtira hits with a weapon attack using this maul, the attack does an extra 7 (2d6) fire damage.
Ahtira wears a ring of free action. While wearing this ring, difficult terrain doesn't cost her extra movement. Additionally, magic cannot cause her to be paralyzed or restrained.
Legendary Resistance (3/day). If Ahtira fails a saving throw, she can choose to succeed instead.
Action Surge (1/day). On her turn, Ahtira can take one additional action. Once she uses this feature, she must finish a short or long rest before she can use it again.
Unleash Incarnation. Whenever Ahtira takes the Attack action, she can make an additional melee attack from the echo's position. She can use this feature a number of times per day equal to her Constitution Modifier.
Throska's Chosen. When Ahtira takes fire damage, she instead heals for the same amount.
Innate Spellcasting. Ahtira's spellcasting ability is Charisma (spell save DC 17, +9 to hit with spell attacks). Ahtira can innately cast the following spells, requiring no material components:
At will: fire bolt, produce flame, thaumaturgy
3/day each: dominate monster (elementals only), fireball, hellish rebuke, hold person, spiritual weapon
1/day each: dominate person, fire storm
Multiattack. Ahtira uses her Wave of Rolling Earth if it is available, then either uses her innate spellcasting or makes two attacks with the Hammer of the Deep Fire.
Hammer of the Deep Fire. Melee Weapon Attack: +13 to hit, reach 5 ft., one target. Hit: 15 (2d6 + 8) bludgeoning damage plus 7 (2d6) fire damage.
Wave of Rolling Earth (Recharge 5–6). Ahtira slams the Hammer of the Deep Fire into the ground, creating a shockwave that emanates in a 10 ft. wide, 30 ft. long line from her space. All creatures in that area who are standing on the ground must make a DC 18 Strength saving throw. On a failure, a creature takes 14 (4d6) bludgeoning damage plus 14 (4d6) fire damage and is knocked prone. On a successful save, a creature takes half as much damage and is not knocked prone.
Fury of the Molten Earth. Ahtira uses a bonus action to magically manifest three echoes of herself in unoccupied spaces she can see within 30 feet of her. These echoes are fiery, shimmering, incandescent images of her that last until they are destroyed, until she dismisses them as a bonus action, until she manifests further echoes, or until she is incapacitated.
Her echoes have AC 14 + her proficiency bonus, 1 hit point, and immunity to all conditions. If they have to make a saving throw, they use her saving throw bonus for the roll. They are the same size as her, and they occupy their space. On her turn, she can mentally command her echoes to move up to 30 feet in any direction (no action required). If one of her echoes is ever more than 30 feet from her at the end of her turn, it is destroyed.
She can use the echoes in the following ways:
- As a bonus action, she can teleport, magically swapping places with any of her echoes at a cost of 15 feet of her movement, regardless of the distance between the two of them.
- When she takes the Attack action on her turn, any attack she makes with that action can originate from her space or any of the echoes' spaces. She makes this choice for each attack.
- When a creature that she can see within 5 feet of one of her echoes moves at least 5 feet away from her, she can use her reaction to make an opportunity attack against that creature as if she were in the echo’s space.
Ahtira can take 3 legendary actions, choosing from the options below. Only one legendary action option can be used at a time and only at the end of another creature's turn. Ahtira regains spent legendary actions at the start of her turn.
Attack. Ahtira makes an attack with the Hammer of the Deep Fire.
Magma Armor (Costs 2 Actions). Ahtira surrounds herself with an armor of superheated rock and gains 25 temporary hit points. While these hit points last, any creature that hits her with an attack while within 5 feet of her takes 9 (2d8) fire damage. If any of these hit points remain at the start of her turn, they vanish.
Omen Eyes (Costs 3 Actions). Ahtira's eyes flare as she unleashes her wrath upon a creature she can see. That creature must make a DC 18 Constitution saving throw, taking 22 (4d10) fire damage on a failed save, or half as much damage on a successful one.
Description
Ahtira is one of the Shattered Stars most passionate members. Her power as an Omen Eye is respected and feared. Ahtira believes that her innate elemental power is a sign from Throska that she was meant to rule.
Ahtira hates Suarians for taking over her people's cities and lands, and her followers regularly send raiding parties to pillage the Dragon Cities. However, it is Dwarves and Sylphs that Ahtira despises most of all, for it is their gods that bound hers with chains of celestial starsteel.
Ahtira seeks to use the Hammer of the Deep Fire to frees the Elemental Lord. With their power, she desires to reforge the mask of the Pesmenaster and reconquer the Kingdom of Uld in the name of the Elemental Lords.
Ahtira's Traits

Lair and Lair Actions
Ahtira makes her lair within the ancient, sand encrusted tomb of Sa'alla the First Prophet. Ahtira has converted the tomb into her personal base of operations, from which her sect of the Shattered Stars can launch raids into the desert before disappearing into the dunes.
Lair Actions
On initiative count 20 (losing initiative ties), Ahtira takes a lair action to cause one of the following effects; Ahtira can’t use the same effect two rounds in a row:
- Ahtira causes a cloud of sand to swirl about in a 20-foot-radius sphere centered on a point Ahtira can see within 120 feet of her. The cloud spreads around corners. Each creature in the cloud must succeed on a DC 17 Constitution saving throw or be blinded for 1 minute. A creature can repeat the saving throw at the end of each of its turns, ending the effect on itself on a success.
- A section of the floor heats up and turns to molten magma in a 20 ft. radius centered on a point of Ahtira's choosing. While molten in this way, the floor is considered difficult terrain. Any creature that starts it's turn in that area takes 5 (2d4) fire damage. Additional, for every 5 feet a creature moves while in this area, it takes an additional 5 (2d4) fire damage.
- Ahtira uses her power over earth and rock to pull down a stone from the ceiling and hurl it at one creature she can see within 120 ft. of her. The creature must succeed on a DC 17 Dexterity saving throw or take 14 (4d6) bludgeoning damage and be knocked prone and pinned. The pinned target is restrained and unable to stand up. A creature can take an action to make a DC 15 Strength check, ending the buried state on a success.
Regional Effects
The region surrounding the Tomb of Sa'alla has been warped by the Hammer of the Deep Fire, as well as by Ahtira's elemental worship, which cause the following effects:
- Sandstorms rage within 6 miles of the lair.
- Heat becomes far more intense within 1 mile of the lair. Any exposed water in that area evaporates in 1d6 rounds.
- Hidden sinkholes form in and around the tomb. A sinkhole can be spotted from a safe distance with a successful DC 20 Wisdom (Perception) check. Otherwise, the first creature to step on the thin crust covering the sinkhole must succeed on a DC 15 Dexterity saving throw or fall 1d6 × 10 feet into the sinkhole.
If Ahtira dies or the Hammer of the Deep Fire is taken from her, the heat ends immediately, and the sandstorms abate in 1d10 days. Any sinkholes remain where they are.
