Observed Angel Form | While they are being observed they gain another level of resistance to all damage types, there condition is considered incapacitated but they can still hear and observe everything. To anyone looking at them they feel and appear as stone. If two angels look at each other they are locked into this form forever.

Unseen Angel Form | While no creature is watching it, it is no longer considered incapacitated and can move and complete actions as normal.

The angel is immune to any spell or effect that would alter its form.

Speak Through The Dead | The Weeping Angel can manipulate the consciousness of a creature it killed and use it to communicate. The Angel gains the ability to speak all of the languages the creature knew in life, and can perfectly imitate its voice. The sound of the voice seems to come from the air with no discernable direction 

Magic Resistance | The angel has advantage on saving throws against spells and other magical effects.

Actions

MultiattackThe Weeping Angel can make two attacks with its Claws.

ClawMelee Weapon Attack. +10 to hit., reach: 5 ft., one target. Hit:  (5d4 + 5) points of Slashing damage

Darkness (spell). Magical darkness spreads from a point you choose within range to fill a 15-foot-radius sphere for the duration. The darkness spreads around corners. A creature with darkvision can't see through this darkness, and nonmagical light can't illuminate it.

Bonus Actions

Dash. If in it's unseen form, it can move an additional 80 feet

Attack. It can do one claw attack

Legendary Actions

Banishing Touch. Melee Weapon Attack. +15 to hit., reach: 5 ft., one target.

If the target is hit they must succeed on a DC 15 Charisma saving throw. On a failed save they are banished (while banished their condition is incapacitated) to a temporary plane of existence that the Angel creates, they roll and lose one of their hit die, take that much damage and age that many years. The weeping angel heals for as much as the damage taken. A creature can repeat the saving throw at the end of each of their following turns to end this banishment. On a successful save, the creature flickers in between planes and returns to the original plane at the end of the turn unable to take any movement. If the angel is killed while someone is in the temporary plane they reappear instantly.

A greater restoration spell will reverse the age back to what it was.

Description

No one knows how Weeping Angels came to be, but they can live forever and feed off of planar travel. While they are in their Observed Form they are moving so slow that it would take hundreds of years for anyone to see any type of movement. 

Lair and Lair Actions

Gust of wind | a gust of wind blows through the area blowing out all non magical light sources and kicking up debris forcing characters to make a concentration check, if anyone fails they all close their eyes momentarily and the angels can move up to 40 feet.
