Amelia Bellbrook can cast bard spells using CHA as her spellcasting modifier (Spell DC 13, Spell Attack +5) and bard spells as rituals if they have the ritual tag. Sheuses a violin as a spellcasting focus.
Cantrip: Minor illusion, Vicious mockery
First level spells (four spells): Bane, Disguise self, Dissonant whispers, Hideous laughter , Silent image
Second level spells: (Two spell slots): bane, Crown of madness, Dissonant whispers
As a bonus action, a creature (other than you) within 60 ft. that can hear Amelia gains an inspiration die (1d6). For 10 minutes, the creature can add it to one ability check, attack roll, or saving throw. This can be added after seeing the roll, but before knowing the outcome.
Amelia can add half her proficiency bonus, rounded down ( +1 ), to any ability check she makes that doesn’t already include it.
If Amelia or any friendly creatures who can hear her performance regain hit points at the end of the short rest by spending one or more Hit Dice, each of those creatures regains an extra 1d6 hit points.
As a bonus action, Amelia may mark one creature she can see within 30 feet of her as her Nemesis. If her Nemesis has dealt damage to her or an ally within 60 feet of her since the end of your previous turn, her next successful melee attack that hits on her turn deals an additional 1d6 of damage. This creature remains as her Nemesis until they die, or until you complete a long rest.
Amelia is able to detect the tragic flaw in creatures. As an action, she may target a creature she can see within 30 feet of her to magically probe their mind to discover a tragic flaw, secret, or desire of theirs. This feature has no effect on creatures with an Intelligence score of 3 or lower.
The target makes a Charisma (Deception) check contested by her Wisdom (Insight). She may add her proficiency bonus to the roll whenever she makes an ability check using this feature. If she is already proficient in Insight, she may double her proficiency bonus for this check instead. If her ability check exceeds the target's, she learns one flaw, secret, or desire of theirs. Regardless of success or failure, a creature becomes immune to this feature after she uses it on them.
When Amelia rolls a 1 on the d20 for an attack roll, ability check, or saving throw, she can reroll the die and must use the new roll.
Amelia has advantage on saving throws against being frightened.
Amelia can move through the space of any creature that is of a size larger than hers.
Amelia can attempt to hide even when she is obscured only by a creature that is at least one size larger than her.
Multiattack. Amelia Bellbrook makes two Rapier or Violin attacks. She can replace one attack with a use of Spellcasting.
Rapier. Melee Weapon Attack: +4 to hit, reach 5 ft., one target. Hit: 5 (1d8 + 2) slashing damage.
Violin Strum: Amelia Bellbrook strums her violin, emitting either a high pitched noise or a low pitched noise. The high pitched noise does 2d8 thunder damage in a line. The low pitched noise requires a Dc 12 constitution saving throw. If the saving throw succeeds, the target becomes incapacitated and takes 1d8 Thunder damage.

Horrific words (2/Day). Amelia targets one creature within 30 feet of herself. If the target can hear her, the target must succeed on a DC 12 Charisma saving throw or have disadvantage on ability checks, attack rolls, and saving throws until the start of the bard’s next turn, and they become terrified.

Description
Amelia Bellbrook is a 20 year old Halfling clown, from the Bellbrook acting troupe, owned by her father, Papa Bellbrook. The middle child of the family, she was five years younger than her sister, Adalina Bellbrook, and five years older than her adopted goblin sister, Bogus Pogus.
The three sisters became clowns, and traveled the world with their circus, eventually reaching the Radiant citadel, where they permanently set up shop, as the multidimensional travelers would stop and see their novelty show.
Whereas Adalina focuses on both comedy and spectacle and Bogus focuses on comedy, Amelia prefers using dry wit, horror, and shock to surprise and captivate her audiences. She plays the part of a spooky clown and runs the house of horror in the carnival.
