Master of Hell. Asmodeus rules over the nine hells with an iron fist and, there for, has complete dominion over the devils who reside there. Asmodeus is able to use a spell slot to summon one devil of his choosing. The type of devil depends on the level spell slot used as according to the following table:

Spellcasting. Asmodeus is a 20th-level spellcaster. His spellcasting ability is Charisma (spell save DC 26, +18 to hit with spell attacks). Asmodeus has the following wizard spells prepared:

Cantrips (at will): control flames, fire bolt, mage hand, minor illusion, prestidigitation

1st level (4 slots): absorb elements, burning hands, charm person, detect magic, disguise self, earth tremor, feather fall, identify, illusory script, protection from evil and good, shield, sleep, unseen servant

2nd level (3 slots): alter self, continual flame, darkness, detect magic, flaming sphere, hold person, invisibility, levitate, locate object, mirror image, ray of enfeeblement, scorching ray, shatter, spider climb, suggestion, web

3rd level (3 slots): animate dead, counterspell, dispel magic, fireball, fly, major image, vampiric touch

4th level (3 slots): banishment, dimension door, fire shield, locate creature, wall of fire

5th level (3 slots): conjure elemental (fire), dominate person, geas, hold monster, modify memory, telekinesis

6th level (2 slots): circle of death, create undead, mass suggestion, programmed illusion, true seeing, wall of ice

7th level (2 slots): etherealness, finger of death, plane shift, teleport

Special Equipment. Asmodeus holds a rod named the Ruby Rod. When used by anyone other than Asmodeus, the Ruby Rod is a +3 greatclub.

Visage of Awe. All creatures who can see Asmodeus must make a DC 26 Wisdom saving throw or become charmed for the next hour. A creature charmed by Asmodeus can remake this saving throw on each of its turns, no longer being charmed on a success.

Actions

The Ruby Rod. Melee Weapon Attack: +16 to hit, reach 5ft., one target. Hit: 15 (2d8+8) psychic damage. The Ruby Rod has 12 charges. While holding it, Asmodeus can use his action to expend 1 or more of its charges to cast the following spells, using his spell save DC. lightning bolt (1 charge), wall of force (2 charges). The rod regains 1d4+2 expended charges daily at dawn.

Bonus Actions

Flame Step. Asmodeus teleports to an unoccupied space that he can see. When he does this, flames swirl around him, all creatures within a 10 ft. radius of Asmodeus' new location must make a DC 25 Dexterity saving throw or take 25 (5d8) fire damage, taking half on a success. If this damage brings a creature down to 0 hit points, they erupt into flames and turn to ash.

Description

Asmodeus is the primal embodiment of lawful evil and a supreme strategist of unparalleled skill. His sinister machinations could take centuries, if not millennia, to come to fruition, and his master plans extend across the entire multiverse. His labyrinthine, insidious intrigues could seem inexplicable to most outside observers, for Asmodeus let even his own servants stew in fear of his next move. With all the planes as his board, the Lord of Lies maneuvers the forces of evil like chess pieces in his grand designs, slowly and subtly manipulating everyone from deities to, when needed, lowly mortals.
