Boon of Immortality. Alisandra's ghostly form makes her immune to being restrained or grappled since she can materialize as she wishes. In addition, when Alisandra hit points fall to zero, rather than dying, she dematerializes and her spirit reenters the Heart tree, where her body was entombed, to regain vitality.

Legendary Resistance (3/Day). If Alisandra fails a saving throw, she can choose to succeed instead.

Magic Resistance. Alisandra has advantage on saving throws against spells and other magical effects. 

 

 

Actions

Multiattack. Alisandra makes two Bewitching Bolt attacks.

Bewitching Bolt. Melee or Ranged Spell Attack: +16 to hit, reach 5 ft. or range 120 ft., one target. Hit: 25 (5d6 + 8) lightning damage, and if the target is a creature, it must succeed on a DC 22 Wisdom saving throw or be charmed by Alisandra until the start of her next turn.

Call of the Dead (Recharge 5–6). Alisandra calls to the dead and other spirits nearby within 120 feet of her. This summons three Undead Spirits nearby, which functions as stated in the Undead Spirit statblock. They act as Alisandra allies, take their turns immediately after hers, and can’t summon other ghosts.

Spellcasting. Alisandra casts one of the following spells, requiring no material components and using Charisma as the spellcasting ability (spell save DC 24, +16 to hit with spell attacks):

At will: detect magic, disguise self, invisibility, create undead, beast bond, message, prestidigitation

3/day each: dispel magic, otto's irresistible dance

1/day each: time ravage, shapechange, foresight, wishdruid grove

1/moon cycle each: reincarnate

Bonus Actions

Fey Step. Alisandra teleports, along with any equipment she is wearing or carrying, to an unoccupied space she can see within 30 feet of her.

Reactions

Charming Interruption(2/Day). When Alisandra sees a creature within 60 feet of her casting a spell, she tries to interrupt it. If the creature is casting a spell using a spell slot of 8th level or lower, its spell fails and has no effect. If it is casting a 9th-level spell, it must succeed on a DC 22 Charisma saving throw, or the spells fails and has no effect.

Legendary Actions

Alisandra can take 3 legendary actions, choosing from the options below. Only one legendary action option can be used at a time and only at the end of another creature’s turn. Alisandra regains spent legendary actions at the start of her turn.

Spark of Fate. Alisandra uses Spellcasting or Fey Step.

Ghostly Command(Costs 2 Actions). Alisandra utters a phrase in her ghostly form and targets one or two creatures she can see within 60 feet of her. Each target must succeed on a DC 22 Wisdom saving throw or take 11 (2d10) psychic damage and be frightened of Alisandra for 1 minute. A target can repeat the save at the end of each of its turns, ending the effect on itself on a success and thereby becoming immune to Alisandra's Ghostly Command for 24 hours.

Fey Beguilement (Costs 3 Actions). Alisandra targets one creature she can see within 60 feet of her. The target must succeed on a DC 22 Charisma saving throw or be possessed by a fey spirit. While possessed, the target must obey Alisandra's commands. The target can repeat the saving throw at the end of each of its turns, banishing the fey spirit and ending the effect on itself on a success.

Description

The one often known as Alis has lived in many guises in the mortal world, but at the dawn of creation in the Feywild, she was Alisandra, an Archfey whose oracular abilities could determine the fated course of an individual, which she used as a form of precognition to those favored by her, allowing people she informed to sometimes change their fate.  Over time, she took pity on the various ghostly individuals she often interacted with as they lamented their fate, and she moved to change her territory in the Feywild to a place that these lost souls could call home. This territory would eventually become the Court of the Lost, a home for all ghostly fae individuals and other undead who have failed to move on from life to have a small home, which inevitably transformed part of her domain and portfolio to covering Undeath.

Grandaughter of Oberon. Alisandra was born near the dawn of creation and is considered by Oberon to be his granddaughter, due to their similar originations in the Spring Court. However, Alis manifested unique ocular and precognitive abilities, leading her to study fortune-telling and the magic of Fate.  This chaotic study of magic eventually yielded some results, and Alisandra gained a unique power of manipulating probability and the magical push and pull of fate, making her arguably one of the most powerful fey in the feywild. However, this also lead her to interact frequently with the dead and undead, as they were prime examples of those who were not so lucky, and she gleaned a special place in her heart for them. 

The Court of the Lost. Alis reached out to Oberon and asked him to help her create a court for the undead and dead alike to find respite, but Oberon resisted, considering the undead dangerous and manipulative, as well as born of dark magic. Alisandra eventually decided to go against his wishes and reached out to the Gloaming Queen for aid. The Queen of air and darkness granted her blessing and gifted her a small section of her territory in the Winter Wastes, which Alis transformed into the Phantom Grove. Oberon eventually discovered her machinations and exiled Alis from Seelie territory, marking her as an Unseelie fey.  Alisandra promptly re-entered fey society under the protection of the Unseelie court, and over a long building period, created the Court of the Lost, a court dedicated to phantoms, ghosts, and other lost undead to find respite for a time while they seek out their fate. This process of establishing an official court made Alisandra officially an Archfey, and she was eventually called the Archfey of Fate and Undeath, due to her ability to predict the future and alter fates, and her great love of lost souls. 

The Search for Mortal Will. Alisandra grew curious about many of the human and mortal ghosts who came to her realm to find respite and worked together with several powerful hags to fashion a mortal vessel for herself, although this process wiped her memory.  Alisandra took on the identity of Alis Blackbloom, and crossed the Astral border to experience life in the mortal realm as Alis. When Alis's body meets its end, Alisandra would be resurrected in her grove due to the clever use of a Continency spell with all of her memories intact.    

Roleplaying Notes

Alisandra was a sly, likeable, and kindly figure who showed mercy and appreciation to all creatures, both those living and dead. She escaped much of the Seelie's courts hatred of Unseelie by charming and misleading fae who would come to her realm, and eventually reached a ceasefire with Titania since her realm was so hard to penetrate, even for a fae, and was considered the most approachable of all Unseelie with a particular fondness for mortals. As Alis, her mortal visage and current vessel, she's easily distracted but shows a warmth unknown to most who have died, and is much more open and bubbly. As an NPC in her mortal form, Alis is a 6th level College of Spirits Bard.

Personality Trait. “I seek to help all those around me get what they want, even if it goes against the wills of those in power."

Ideal. “Everyone deserves a place to call their home."

Bond. “Those who reside within my court are my true friends. I will do whatever it takes to protect them."

Flaw. “I was told once that my kindness would cause the destruction of the realm. The longer time goes on, the more I believe that."

Characters may run into Alis on their travels, but during their first vision of the Feywild, Titania tasks them with finding Alis in the mortal world, since she is the most amicable of Unseelie Archfey and will likely be their best resource in finding the Archfey of Strife's lair. Alis Blackbloom is currently traversing between Kailar'Sha and Silve Alari as an ambassador to the Shadar'kai from Silve Alari and she is a trusted friend of the current Shalaune, but she will be unwilling to follow the characters and aid them on their quest until the Shadar'kai are granted the same rights and privileges as other elves under the Silver Concord.

If characters restore Alisandra's full memories and spirits, she can easily guide them to the lair of the Archfey of Strife since they were former lovers.  She has the unique ability to gift either Seelie-Blessed or Unseelie-Blessed boons to those she considers her champions since she was once a Seelie fae and her nature never changed to being evilly inclined.
