Amphibious. Alexarthas can breathe both air and water.

Actions

Multiattack. Alexarthas makes one Bite attack and two Claw attacks.

Bite. Melee Weapon Attack: +6 to hit, reach 10 ft., one target. Hit: 14 (2d10 + 3) piercing damage plus 3 (1d6) necrotic damage. 

Claw. Melee Weapon Attack: +6 to hit, reach 5 ft., one target. Hit: 6 (1d6 + 3) slashing damage.

Desiccating Breath (Recharge 5-6). Alexarthas exhales yellowish necrotic energy in a 30-foot cone. Each creature in that area must make a DC 13 Constitution saving throw. On a failed save, the creature takes 28 (8d6) necrotic damage and is weakened until the end of its next turn. A weakened creature has disadvantage on Strength-based ability checks and Strength saving throws, and a creature's weapon attacks that rely on Strength deal half damage. On a successful save, the creature takes half as much damage and isn't weakened.

Spellcasting (Psionics). Alexarthas casts one of the following spells, requiring no spell components and using Intelligence as the spellcasting ability (spell save DC 14):

1/day each: bane, create or destroy water

Bonus Actions

Change Shape. Alexarthas magically transforms into any creature that is Medium or Small, while retaining his game statistics (other than his size). This transformation ends if Alexarthas is reduced to 0 hit points or uses a bonus action to end it.

Description

Alexarthas is the friend and longtime companion of Omus Selvornum (see my Homebrew monsters), though Omus only recently found out that "Alex" was a topaz dragon in disguise. Alexarthas tends to be a bit on the pessimistic side, and his laughs often sound half-hearted. Alexarthas recently developed a slight aversion to fire because of a fight for a seaside volcano with a red dragon, so Omus' habit of using his silverflame ring to tell stories with campfires makes him a bit uncomfortable. Although Alexarthas isn't exactly an optimist, he's been trying to look on the bright side of things.
