Innate Spellcasting. The dragon’s innate spellcasting ability is Charisma. It can innately cast the following spells, requiring no components:
At will: Fly, Control Weather
Legendary Resistance (3/Day). If the dragon fails a saving throw, it can choose to succeed instead.
Multiattack. The dragon can use its Frightful Presence. It then makes three attacks: one with its bite and two with its claws.
Bite. Melee Weapon Attack: +17 to hit, reach 15 ft., one target. Hit: 21 (2d10 + 10) piercing damage plus 14 (4d6) fire damage.
Claw. Melee Weapon Attack: +17 to hit, reach 10 ft., one target. Hit: 17 (2d6 + 10) slashing damage.
Tail. Melee Weapon Attack: +17 to hit, reach 20 ft., one target. Hit: 19 (2d8 + 10) bludgeoning damage.
Frightful Presence. Each creature of the dragon's choice that is within 120 feet of the dragon and aware of it must succeed on a DC 21 Wisdom saving throw or become frightened for 1 minute. A creature can repeat the saving throw at the end of each of its turns, ending the effect on itself on a success. If a creature's saving throw is successful or the effect ends for it, the creature is immune to the dragon's Frightful Presence for the next 24 hours.
The dragon can take 3 legendary actions, choosing from the options below. Only one legendary action option can be used at a time and only at the end of another creature's turn. The dragon regains spent legendary actions at the start of its turn.
Detect. The dragon makes a Wisdom (Perception) check.
Tail Attack. The dragon makes a tail attack.
Brewing Storm (Costs 2 Actions). The dragon casts Storm of Vengeance in up to two separate points the dragon can see, requiring no components.
Description
Eastern Dragons are wingless dragons that are much more relaxed, diplomatic and good natured than true dragons, despite being close cousins to them. While true dragons often work to empower themselves more than they already are, eastern dragons focus more on protecting those in their vicinity with their power. They are also much more likely to be spellcasters, wish granters, philanthropists and magical patrons.
Variant Dragons. Because eastern dragons are very close relatives to true dragons, use a dragon stat block of your choice to represent them, with the changes noted below:
- Eastern dragons have no flying speed or breath weapons.
- Eastern dragons speak Celestial. Common and Draconic, and have telepathy out to a range of 120 feet.
- The eastern dragon is an innate spellcaster, and their innate spellcasting ability is Charisma. It can innately cast Fly and Control Weather at will, requiring no components. The eastern dragon may have access to more spells at the DM’s discretion.
- Eastern dragons are always of good alignment.
- If the eastern Dragon has the legendary Wing Attack action, it is replaced with this action:

Lair and Lair Actions
Eastern dragons may also have lairs, which are statistically the same as their dragon’s lair. A black eastern dragon would have a black dragon’s lair, and so on.
