Voltuhna is chained and has brine tubes running into its body its mobility is severely limited the Ulitharid has control over it but is finding it difficult to use certain aspects of the dragons body and as its body is merging with the dragon it no longer has psychical control over its own body. It does still have mind blast and it innate spell casting.

Magic resistance: has advantage to saves against magic
creature sense: The Ulitharid is aware of all creatures presence within 2 miles of it thats have an INT score of 4 or higher. It knows the distance and direction of each creatures well as each creatures intelligence score. A creature protected by mind blank, or a nonerection spell , or similar magic can't be perceived.
Multiattack. The dragon makes 2 attacks with its claws its head is held in place and cannot use its bite.: one with its bite and two with its claws.
Claw. Melee Weapon Attack + 7 to hit, reach 5 ft., one target. Damage 2d6 + 4
Breath Weapons Recharge 6 The Ulitharid does not know how to work the dragons breath yet and the dragons internal organs are mutating to a (Tadpole Brine Breath) the breath weapon starts the battle spent and needs to roll a 6 to gain access to it. Like recharge but beginning as drained. The dragons Gaseous Sleep breath is gone those organs having mutated. So only the fire breath remains.
When the Ulitharid uses its Mind blast however it does come out seemingly through the mouth like a breath weapon.
Fire Breath. The dragon exhales fire in a 40-foot line that is 5 feet wide. Each creature in that line must make a DC 14 Dexterity saving throw, 12d 6 Fire damage on a failed save or half that on a success The
Mind Blast.
The Ulitharid can unleash a mind blast (recharge 5-6) The energy rips from its mouth as a 60 foot cone each creature caught within the energy must make a DC 17 intelligence saving through taking 4d12 +5 psychic damage and become stunned for one minute save can repeat at the end of each turn.
Tentacle whips: the Ulitharid's Tenticals are becoming part of the dragons mouth as the transformation process is going on - do not us this until the 5th round of combat . Melee weapon +9 to his reach 20 feet one creature Damage 4d10+5 target Large or Smaller are grappled DC 14 Str to escape grapple Grappled creatures must make DC 17 INT save or become stunned saves repeat every round.
Description
Voltuhnah was felled in battle he was still mostly alive but grievously wounded. (He had stabilized with a death save and was at 1 HP) When a small detachments of Illithid found him. The mind flayers had left their hive with a Ulitharid to form a new hive and allow the Ultharid to ritually become an Elder brain. (Please read Mindflayers (VOLO 73)
Upon the discovery of a wounded and "dying" Brass dragon they brought the dragon to the location where they were forming a new hive, there they chained him and through giant tubes began replacing his internal fluids with the Brine fluids that a Elder brain swims within. As Part of a ritual to create a new Elder brain Dragon (Fizban 194)
It is in the midst of this ritual that your PCs find him. The Ulithariid is half absorbed into the head of the Brass dragon and appears a torso rising the skull, its tentacles have worked there way through the eye sockets and out the mouth but the ritual is not complete and the two entities fight for control.
