Observer Effect. at the start of every enemys turn within 60 feet, the enemy may use a bonus action to Observe the Weeping angle by making a DC 16 perception(sight) check (disadvantage in dim light or less) on the Weeping Angle. If they pass they take all remaining available actions, if they fail they may only take one action, or movement otherwise they trigger Quantum Movement.
Quantum Lock. if two or more Weeping Angles are not Weeping at the end of their turn than they must take the Observe bonus action, if they fail they are considered Petrified
Pack Tactics. The Weeping Angle has advantage on an attack roll against a creature if at least one Weeping Angle is within 5 feet of the creature
Spellcasting. The Weeping angle casts one of the following spells, requiring no material components and using constitution as the spellcasting ability (spell save DC 18)
at will: Chill Touch, message Shield of Faith, Blindness, Dispel Magic
2/day each: Banishment, Flesh to Stone

Multiattack. The Weeping Angle makes Two attacks using its action and bonus action
Vampiric Claws (Two attacks). Melee Attack: +6 to hit, reach 5 ft., one creature. Hit: 10 (3d6) necrotic damage, and Weeping Angle regains hit points equal to half the necrotic damage dealt.
Claw. Melee Weapon Attack: +3 to hit, reach 5 ft., one target. Hit: 3 (1d4 + 1) slashing damage
Bite. Melee Weapon Attack: +5 to hit, reach 5 ft., one creature. Hit: 6 (1d6 + 3) piercing damage
Weep. the Weeping Angle covers its eyes to prevent seeing its allies causing Quantum Lock
Quantum Movement Weeping angle moves up to 60 feet without triggering a reactions when unobserved
Description
The Weeping Angels were an extremely powerful species of quantum-locked humanoids, so called because their unique nature necessitated that they often covered their faces with their hands to prevent trapping each other in petrified form for eternity by looking at one another. This gave the Weeping Angels their distinct "weeping" appearance. They were known for being "kind" murderous psychopaths, eradicating their victims "mercifully" by dropping them into the past and letting them live out their full lives, just in a different time period. This, in turn, allowed them to live off the remaining time energy of the victim's life. However, when this potential energy paled in comparison to an alternative power source to feed on, the Angels were known to kill by other means, such as snapping their victims' necks.
