Luring Song. The water horse makes eye contact with a single humanoid who must succeed on a DC 13 Wisdom saving throw or be magically charmed for one minute. The effect ends if the water horse is incapacitated or if the target makes the saving throw. 


The charmed target is incapacitated. If the charmed target is more than 5 ft. away from the water horse, the must move on its turn toward the water horse by the most direct route, upon reaching the water horse, the target must mount it. It doesn't avoid opportunity attacks but before moving into damaging terrain, such as lava or a pit (but not source of water), and whenever it takes damage from a source other than the water horse, a target can repeat the saving throw. A creature can also repeat the saving throw at the end of each of its turns. If a creature's saving throw is successful, the effect ends on it. If the target successfully saves against the effect, or if the effect on it ends, it is immune to this water horse's gaze for the next 24 hours.

The water horse can only have one charmed target at a time. If it charms another, the effect on the previous target ends. 

Shapechanger: The water horse can use its action to polymorph into a Small or Medium humanoid, or back into its true form. In this form, the water horse loses its swim speed. Other than its size and speed, its statistics are the same in each form. Any equipment it is wearing or carrying isn't transformed. It reverts to its true form if it dies.

Actions

Multiattack (horse form only). The water horse makes two attacks: one with its hooves and one with its bite. 

Hooves. Melee Weapon Attack: +6 to hit, reach 5 ft., one target. Hit: 8 (2d4 + 4) bludgeoning damage.

BiteMelee Weapon Attack: +6 to hit, reach 5 ft., one target. Hit: 7 (1d6 + 4) piercing damage.
