Amphibious. The Vortex can breathe air and water.

Legendary Resistance(4/day) If the Vortex fails a saving throw, it can choose to succeed instead.

Lightning Form. A creatures that touches the Vortex or  hits it with an attack must make a DC 23 Dexterity Saving Throw or take 9 (3d6) lightning damage.

Lightning Absorption. Whenever the Vortex is subjected to lightning damage, it takes no damage and instead regains a number of hit points equal to the lightning damage dealt.

Multiple Heads. The Vortex has 3 heads. It has advantage on saving throws on being blinded, charmed, deafened, frightened, stunned and knocked unconscious. 

Actions

Multiattack. The Vortex uses its Frightful Presence. It then makes 5 attacks: 2 with its bite, 2 with its claws and 1 tail attack.

Bite. +19 to hit, reach 10ft., one target. Hit: 38 (4d12+14) piercing damage.

Claw. +19 to hit, reach 15ft., one target. Hit: 30 (4d8+14) slashing damage.

Tail. +19 to hit, reach 20 ft., one target. Hit: 26 (4d6+14) bludgeoning damage. If the target is a creature, it must succeed on a DC 23 Strength saving throw or be knocked prone.

Frightful Presence. Each creature of the Vortex's choice within 120 feet of it and aware of it must succeed on a DC 17 Wisdom saving throw or become frightened for 1 minute. A creature can repeat the saving throw at the end of each of its turns, with disadvantage if the Vortex is within line of sight, ending the effect on itself on a success. If a creature's saving throw is successful or the effect ends for it, the creature is immune to the Vortex's Frightful Presence for the next 24 hours.

Chromatic Ray. Vortex makes 3 ray attacks. +14 to hit, range 120/600ft., one target. Hit: 50 (10d10) of any type of damage.
